Modernization Program Manager - Associate Director (Onsite)

Responsibilities

Lead the redesign and integration phases of the programs ensuring adherence to program plans, schedules, and budgets
Responsible for meeting contractual commitments including financial, technical, and schedule performance of assigned programs
Utilize Earned Value Management to track program performance and recommend appropriate adjustments as needed
Deliver projects on time and on schedule through leadership of cross matrixed teams
Establish and maintain key programmatic metrics, define milestones and critical path, monitor adherence to program budgets and schedules, and direct work to achieve these metrics
Develop and present the program Annual Operating Plan (AOP) and long-term financial outlook and commits to specific financial goals and obligations
Lead cross-functional organizations (Integrated Program Teams/Cross Product Teams) such as contracts, finance, supply chain, operations, quality, etc. to ensure flawless execution
Own the customer interface for your program, fostering a collaborative 'One Team' culture with the customer and ensuring exemplary standards of service and value proposition
Perform regular program EACs, PMRs and business forecasting reviews
Interface with multiple internal and geographically dispersed team members, ensuring consistent and effective communication
Support and direct ECP and new business capture and proposal activities
Lead proposal and baseline of new product development efforts as required

Required

Typically requires a Bachelor's degree and minimum 12 years of prior relevant experience OR an Advanced degree and minimum 10 years of relevant experience. Program management experience in government, defense, aerospace or related industry
6+ years of experience in Program Management and experience leading teams managing cost, schedule and technical performance
10+ years of experience in leading organizations closely aligned with a program management office (Supply Chain, Engineering, Operations)
Experience leading engineering development programs with both hardware and software
Self-directed leader capable of executing Change Management and handling ambiguity
Engineering and manufacturing development (EMD) phase experience with DoD programs
Customer-facing program leadership experience, with excellent oral, written, and presentation skills
Ability to travel for customers, company, and program-related activities (up to 10%)
Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Ability to obtain a Top Secret security clearance in the near future
Demonstrated experience in Earned Value Management and/or P&L management
Strong communication skills and experience presenting to customers
Strong working knowledge of and demonstrated experience with business and project management tools and processes such as EVMS, IMS/IMP, Risk Management, Financial Forecasting, EAC

Preferred

EX/IM Knowledge
Proven experience leading all phases of programs, ensuring adherence to program plans, schedules, and budgets
Program Management Certification level 4 or higher and EVMS level 2
Specific Experience with Nuclear Command & Control (NC3) programs and/or other Strategic initiatives
Capture phase experience with DoD programs
Experience with US DoD acquisition process
