Enterprise Credit Administration Officer

Tompkins Community Bank is responsible for enterprise-wide credit and lending administration. The Enterprise Credit Administration Officer (ECAO) will oversee credit policy implementation across all bank markets, collaborating with leaders to develop policies and ensure compliance while addressing new risks and regulatory requirements.

Responsibilities

Position will serve as chair of the credit policy committee (CPC), the CPC Working Group and is the owner of corporate credit policy
Collaborates with the market based Senior Credit Officers (SCOs) and the Credit Policy Committee (CPC) Working Group on the development and consistent administration and execution of credit policy and related underwriting, approval, documentation and other procedures to ensure adherence to our policies, laws, regulations and sound underwriting practices
Responsible for establishing and monitoring enterprise-wide policies and procedures for compliance and regulatory requirements including reg B, HMDA reporting, CRA reporting, loan review, fair lending, Reg O, and exception reporting
Position will function as a lead contact and interdepartmental liaison for enterprise-wide credit administration; position interfaces with audit, finance, IT, risk, legal, regulatory examiners, Directors Risk Committee (DRC) of the board, and loan review (internal or external)
Leverage of technology solutions to support commercial lending practices, specifically provide leadership over utilization of loan origination/underwriting systems
Together with Enterprise Data Management, Lending Systems Administrator and Credit Risk Oversight Officer (CROO) ensure that commercial lending has necessary data reporting capabilities to accomplish internal monitoring objectives, meet compliance requirements and to support management’s strategic decision making
With Credit Risk Oversight Officer, the Bank has sufficient portfolio stress testing capabilities and executes portfolio stress testing with sufficient due diligence required to inform the CPC and DRC of appropriate portfolio segmentation strategies
Provide input to Learning & Develop group to support training of lending and credit staff on contemporary lending practices, periodic loan policy updates, and ongoing loan policy interpretation and execution
Maintain a working knowledge of loan compliance and regulatory requirements to ensure enterprise-wide compliance
Maintain working knowledge of industry best practices and lending standards to provide strategic insight to Bank management
Measure credit quality against corporate objectives, regulatory requirements and peer benchmarks. Identify deviation and develop action plans to address them
Design and administer mechanisms to ensure consistent application and adherence to established policy and procedures, accomplished in part via having visibility into credit approval packages enterprise wide
Chair and voting member of the Credit Policy Committee
Designated as the bank wide Reg O Officer, responsible for ensuring lending and credit compliance with Regulation O
Provide oversight, direction and review of materials prepared by CROO for quarterly CPC and DRC meetings; participate in presentations
Responsible for managing the Commercial and Collateral Construction Management department which includes the administration of services in all Markets related to appraisal, environmental, construction monitoring, and collateral dependent facility monitoring
Responsible for supervision of the Enterprise Loan Administration Officer and the establishment of consistent, compliant, and best practices in lending administration processes across all the Bank’s Markets
Responsible for supervision of the Enterprise Special Asset Recovery Manager who will direct all special asset management officers in the resolution of distressed commercial credit relationships

Required

A Bachelor's degree in a business-related field, i.e. Finance, Business Administration, or other relevant field required
A minimum of ten (10) years of related commercial banking experience in credit and/or lending capacity
A minimum of five (5) years of experience in credit administration related leadership position
Previous management or supervisory experience
Proficient reading, writing, grammar and mathematical skills
Proficient interpersonal relations and communicative skills
Demonstrated organizational skills with the ability to work independently, prioritize and focus for an extended period of time
Must possess a working knowledge of current lending practices and policies
Exceptional quantitative, analytical and problem-solving skills
Precise execution skills and the ability to closely manage project timelines
Proven ability to lead, manage and influence others in a collaborative environment
Adapts to changes in the work environment; manages competing demands
Proven ability to drive execution and achieve business results while meeting deadlines
Computer knowledge including the MS Office suite, strong MS Excel skills
