Aviation Safety, Regulatory Analyst
Concepts Beyond is seeking an Aviation Safety and Regulatory Analyst to bridge the gap between complex aviation data and actionable safety intelligence. This role focuses on developing predictive models, identifying emerging safety trends, and supporting proactive safety management systems in the aviation industry.
Responsibilities
Develop and refine advanced analytic models, AI/Machine Learning (ML) algorithms, and Natural Language Processing (NLP) routines to detect causal factors and emerging risk patterns within the National Airspace System (NAS) before they result in accidents or conflicts
Establish methodologies to measure system-wide safety performance, evaluating risk exposure and calculating Safety Performance Indicators (SPIs) to drive data-informed decision-making for national system initiatives
Define data structures and management approaches to collect and integrate disparate sources, including ASIAS, FOQA, ASPM, weather, radar, voice, and voluntary safety narratives
Lead and facilitate Commercial Aviation Safety Teams (CAST) and Safety Risk Management (SRM) panels to validate identified risks and architect effective mitigation strategies
Ensure all analytical frameworks and data-sharing protocols strictly adhere to FAA Order 8000.369 (SMS) and maintain the legal protections required for voluntarily provided safety information
Translate complex technical findings into policy recommendations and assist in the refinement of aviation safety standards, ensuring that data-driven mitigations remain feasible within regulatory frameworks
Create and optimize data analysis routines, dashboards, and automated safety risk metrics to improve the extraction of intelligence from incident and accident reports
Qualification
Required
Bachelor's degree in Aviation Management, Safety Science, Engineering, or a related technical field
8–10 years of aviation industry experience, with a minimum of 7 years specifically dedicated to proactive safety programs and data analysis
Must hold a valid FAA-recognized certification (e.g., Commercial Pilot, ATP, ATC, A&P, Aviation Safety)
In-depth knowledge of 14 CFR (Parts 121, 135, etc.) and the 'Four Pillars' of the FAA's SMS framework
Demonstrated experience compiling and analyzing safety data from FAA systems such as ASIAS, ASQP, ATSAP, ASAP, FOQA, ASPM, and TFMS
Proven ability to lead multi-disciplinary workgroups, drive consensus among industry stakeholders, and navigate complex industry-government partnerships (e.g., USAST)
Preferred
Direct experience applying CAST/ICAO Common Taxonomy Team (CICTT) and ICAO ADREP standards to standardize safety event reporting
Familiarity with the development lifecycle of Safety Enhancements (SE) and the governance of voluntary reporting programs
Possession of a formal SMS-specific credential (e.g., ACE-SMS, TSI Aviation Safety Professional, or equivalent)
Experience contributing to international safety forums or working groups that influence global aviation safety standards
Deep theoretical and practical understanding of Safety Management Systems (SMS) and Safety Risk Management (SRM) beyond basic compliance
