HR Generalist
The State of Oregon is seeking an HR Generalist to join the Oregon Department of Education's Human Resources Team. This role focuses on managing federal and state leave programs, agency classification, and employee relations, while providing consultation and technical assistance to agency managers and employees.

Responsibilities
Support several key program areas within the Human Resources team
Day-to-day management of federal and state leave programs
Agency classification and position management
Training and development
Employee relations
Provides consultation and technical assistance to agency managers, supervisors, and bargaining unit employees on matters related to classification, compensation, and protected leave
Monitoring and evaluating HR data to support operational strategies
Reviewing and administering employee leave requests
Supporting ADA accommodations and return-to-work efforts
Conducting position and classification reviews
Assisting with employee relations matters
Supporting agency training initiatives
Contributing to wellness and compliance programs
Provides technical expertise in the Workday HR system
Supporting an inclusive, compliant, and effective workplace while advancing the agency’s mission and values
Qualification
Required
A bachelor's degree in human resource management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority and two years of Human Resource professional-level experience related to the position
Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position
Five years Human Resource experience related to the position. Three of the five years must have been at the professional level
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience
The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience
Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience
Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience
Preferred
Demonstrated experience applying HR policies, employment laws, and leave programs to make accurate eligibility determinations and provide guidance to managers and employees
Proven ability to communicate clearly and professionally with diverse partners by delivering consultations, training, or written guidance that resolves inquiries or issues
Demonstrated track record of maintaining accurate records and handling confidential employee information in compliance with privacy and security requirements
Experience analyzing HR data and system reports to identify trends, support decisions, and recommend process or operational improvements
Proven ability to manage multiple competing priorities by meeting deadlines and maintaining service levels in a fast-paced, high-volume work environment
