Senior Program Manager

JLAN Solutions is seeking a Senior Program Manager to provide comprehensive program and task order management support for FAA initiatives. This role involves managing program activities, developing project management plans, overseeing financial reporting, and ensuring compliance with quality standards.

Responsibilities

Serve as the primary point of contact for program management activities under the Task Order
Participate in TO Kick-Off meetings with the FAA, COR, and Contractor team
Support Government-led teams as directed by the COR
Prepare and deliver accurate meeting minutes, action items, and follow-up documentation
Develop, maintain, and update a comprehensive Project Management Plan (PMP)
Ensure the PMP includes schedules, milestones, deliverables, process steps, staffing plans, and resource rationale
Submit PMP updates for COR approval when changes result in schedule impacts exceeding ten (10) business days
Ensure alignment between PMP, project schedules, and SOW requirements
Develop and maintain integrated project schedules at both program and task levels
Track milestones, deliverables, staffing resources, and task-level requirements
Ensure timely delivery of all SOW-required outputs
Prepare and submit Monthly Status Reports documenting:
Completed, ongoing, and planned work by task
Labor hours by task, labor category, and personnel
Deliverable status
Risks, mitigation strategies, and updates on previously identified risks
Additional information required by the COR
Ensure reports are accurate, timely, and compliant with FAA reporting standards
Oversee preparation and submission of Monthly Financial Reports (MFRs)
Track funding, labor hours, CLIN usage, burn rates, and projections
Identify projected funding thresholds (e.g., 75% expenditure, fund exhaustion)
Coordinate with financial and contract teams to ensure fiscal compliance
Develop, implement, and maintain a Quality Control Plan (QCP) aligned with the Government's Quality Assurance Surveillance Plan (QASP)
Define quality standards, performance metrics, and corrective action procedures
Perform Quality Assurance (QA) activities in accordance with the approved QCP
Update and resubmit the QCP for COR approval as required
Lead preparation for monthly Program Management Reviews with the Program Office and COR
Present contract, financial, staffing, performance, and accomplishments data
Prepare quad charts, action item summaries, and subcontractor status updates
Deliver PMR materials and meeting minutes, including Government instructions
Develop and execute Transition-In and Transition-Out Plans
Manage staffing, training, security clearance coordination, and process implementation
Support joint inventories of Government Furnished Property (GFP)
Prepare, certify, and submit inventory reports and updates
Ensure continuity of operations and full cooperation with Government and successor contractors
Support TO closeout activities, including final reports, documentation delivery, and badge return

Required

Bachelor's degree in Business, Management, Engineering, Aviation, or related field (Master's preferred)
Minimum of 5–10 years of program or project management experience supporting Federal Government contracts
Demonstrated experience managing FAA or DOT contracts (preferred)
Strong knowledge of PMP development, scheduling, cost tracking, and risk management
Experience preparing government-required status, financial, and performance reports
Familiarity with Quality Control Plans (QCP) and Quality Assurance Surveillance Plans (QASP)
Excellent written and verbal communication skills

Preferred

Demonstrated experience managing FAA or DOT contracts (preferred)
Project Management Professional (PMP®) or equivalent certification
Experience with Earned Value Management (EVM) and federal financial tracking systems
