Senior Global Change Manager, HR Transformation

Responsibilities

Change Impact Assessment & Change Planning for Oracle HCM
Work in collaboration with the project team to develop the change impact assessment and change planning that gets the project ready for implementation
Be the main liaison for the HCM project with country, regional, and HQ offices for all change-related activities
Develop the Change Impact Assessment as an output of the HMC design phases to ensure a clear understanding of the changes and their impacts on CARE
Develop a Change Plan and Change Toolkit for the implementation of the HCM module
Define a Readiness Checklist and Transition to BAU checklist
Implement Oracle HCM across all of CARE's Offices
Responsible for change management during the implementation of the Oracle HCM across all CARE’s offices
Develop Change Plans that define the various change, readiness, and communication activities to get all CARE offices ready for go-live
Work with the Transformation Training Lead, who will develop all necessary training material for end users
Deliver training to end users
Define the Go/No-Go processes to ensure all key stakeholders can make an informed decision on going live
Carry out all necessary post-Go-Live activities and complete any transition to BAU activities
Build and deliver Communication and Engagement Plans
Prepare all necessary communication and engagement material
Drive Change Enablement for CARE's Global HR Transformation
Be a key change leader supporting CARE's multi-year HR Transformation program, ensuring people, processes, and systems across global offices are ready for new ways of working
Partner with the HR Transformation team to localize the global change roadmap for different offices, ensuring alignment with CARE's culture and operating model
Conduct change impact assessments for major HR initiatives (e.g., new policies, process redesign, technology adoption) to identify stakeholder impacts for readiness gaps
Develop and execute communication and engagement plans that clearly articulate the "why", "what", and "how" of HR Transformation to diverse audiences across CARE's offices
Support training and capability-building efforts, ensuring employees and managers have the knowledge and confidence to adopt new HR processes and tools
Facilitate readiness checkpoints and decision-making forums (e.g., Go/No-Go reviews) to confirm organizational preparedness for key milestones
Monitor adoption and feedback post-implementation, and coordinate transition activities to embed changes into business-as-usual operations
Act as a trusted advisor to HR leaders and country offices, guiding change strategies and best practices for managing organizational impact
Contribute to CARE’s Transformation Team
Be an active member of CARE’s Transformation team, which comprises other change managers and project managers who are part of other Transformation projects
Contribute towards the continued improvement of CARE’s change management methodology by sharing lessons learned and best practices with the Director of Project & Change Management
Facilitate the sharing of project experiences and issues among the Transformation Team
Support the delivery of Project Delivery Lifecycle training that happens bi-annually

Required

Bachelor's degree in organizational development, communications, human resources, or related field
5 years of experience in change management roles that delivered large scale change to an organization
Experience supporting large-scale technology implementations, ideally involving HR systems
Strong interpersonal and communication skills, with the ability to engage diverse stakeholders across cultures and time zones
Excellent writing and presentation skills, with the ability to simplify complex information
Experience working in a matrixed or complex organizational structure

Preferred

Certification in change management (e.g., Prosci, ACMP)
Experience with Oracle HCM or other HCM platforms
Familiarity with the nonprofit or the international development sector
Experience working with global teams and managing change across multiple countries
Experience in change management areas of change impact assessment, communications, training, and stakeholder engagement
French and/or Spanish language proficiency
