Contract Administrator (Project Manager) - Aviation Department
City of Phoenix is seeking a Contract Administrator for the Aviation Department, which operates Phoenix Sky Harbor International Airport. The role involves developing and overseeing contracts, collaborating with various teams, and ensuring compliance with contract requirements.

Responsibilities
Develop contract scopes of services and specifications
Oversee contract execution, compliance, and spending
Collaborate closely with F&S operating sections and engage with both frontline staff and divisional leadership
Supervise professional-level staff handling contract administration activities, including compliance monitoring, spend authorization, and renewals
Exercise independent judgment to research, develop, and recommend new contract opportunities
Conduct industry benchmarking, draft scope documents, and work with internal stakeholders to implement new services and programs
Partner with the Aviation Department's Contracts & Services Division to ensure all agreements are in place and properly managed
Qualification
Required
Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes
Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field
Other combinations of experience and education that meet the minimum requirements may be substituted

Experience leading projects or initiatives
Experience with SRM or eProcurement systems
Experience working with SAP Enterprise software
Experience supervising staff and managing consultants
Experience with contract negotiation and administration
Experience developing scope of work, project award / procurement process
Accredited Airport Executive or Certified Member of American Association of Airport Executives
Experience negotiating, executing, monitoring compliance with airport contracts, lease agreements, license agreements, or use permits
Experience writing business reports, contracts, scope of work, creating presentations, and delivering to management
