Responsibilities

Provide leadership, policy direction, and oversight to the Center for Community Health, Center for Environmental Health, Division of Public Health Infrastructure, and other organizational units within the Department of Health's Office of Public Health
Provide direct health services and evaluate local government health delivery activities
Identify statewide public health trends, issues, and problems which pose a high risk to New York State's citizens, such as exposure to toxic materials and communicable diseases, and develop and implement programs to ameliorate risks
Conduct pure and applied health research
Protect and promote healthy lifestyles, and overall health and well-being for all New Yorkers through oversight of public health programs built on a foundation of health equity

Required

Bachelor's degree and eleven years of progressively responsible professional experience in public health, including experience successfully developing, delivering, and overseeing comprehensive programs that address current and emerging public health issues
Six of the eleven years must have been at a managerial level with decision-making and oversight responsibility for multiple public health programs
A master's degree or JD may substitute for one year of the progressively responsible professional experience
A Ph.D. may substitute for two years of the progressively responsible professional experience
Possession of a license to practice medicine in New York State, board certification in a medical specialty, and either a master's degree in public health or two years of experience in a public health program

Preferred

Demonstrated experience implementing public health programs built on a foundation of health equity that effectively address and eliminate health disparities, and help people achieve optimal physical, mental, and social well-being
Demonstrated experience developing, implementing, and delivering innovative programs that address emerging public health needs, build program capacity, and increase public health emergency response capabilities
Demonstrated experience successfully effectuating overarching strategic planning, workforce planning and change management functions for cross-functional public health programs
Demonstrated experience serving as a member of an executive leadership team, successfully collaborating across programs to achieve the mission, vision and values of an organization
