Manager, Assistant, Purchasing

Trinity River Authority of Texas (TRA) is seeking an Assistant Manager of Public Purchasing to oversee procurement operations ensuring transparency and accountability. The role involves managing centralized purchasing functions for various contracts necessary for operating TRA's water, wastewater, and infrastructure systems while ensuring compliance with relevant codes and policies.

Responsibilities

Assist with managing daily procurement operations for TRA facilities, capital projects, plant operations, and administrative needs
Ensure compliance with statutes governing water authority procurement, including construction and engineering procurement requirements
Prepare, review, and approve solicitations, including RFBs, RFPs, RFQs, construction bids, and professional engineering services selections
Coordinate closely with TRA engineering, plant operations, and project management teams to align procurement strategies with operational needs
Provide leadership, training, and guidance to TRA purchasing staff
Ensure procurement documentation meets audit and regulatory standards and supports transparency
Assist with HUB (Historically Underutilized Business) tracking and management
Facilitate vendor communications, pre-bid meetings, evaluations, and negotiation activities
Support improvements to TRA procurement procedures, templates, and systems

Public procurement experienceTexas procurement law knowledgeCTCD certificationCTCM certificationMaximo experienceLawson experienceCommunication skills

Required

Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, Engineering, or a related field
Three (3) years of public-sector procurement experience, preferably with utilities, water authorities, or municipal organizations
Knowledge of Texas procurement law and requirements for engineering and construction procurements
Experience supporting capital projects, utility operations, or technical procurement environments
Experience with water/wastewater operations or infrastructure procurement
Experience with TRA procurement procedures or Texas water authority contracting practices
Strong written and verbal communication skills

Preferred

CTCD, CTCM, CTP, CPPB, or CPPO certifications preferred
Experience with Maximo and Lawson operating systems
