Chief, Records Integration Division
The Library of Congress is seeking a Chief for the Records Integration Division within the Office of Copyright Records. This supervisory position is responsible for overseeing the automation and integrity of public records and their integration into digital repositories for public use.

Responsibilities
Performs the administrative and management functions relative to the staff supervised
Uses principles of facilitative leadership to plan, direct, and coordinate day-to-day activities and assists the Deputy Director in long-range planning activities
Oversees process methods and procedures
Ensures approved changes are implemented
Provides guidance and direction to division staff on changes
Exercises technical management of the division operations
Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system
Observes employee performance; demonstrates and conducts work performance critiques
Resolves informal complaints and grievances
Develops work improvement plans, recommending personnel actions as necessary
Provides advice and counsel to staff related to work and administrative matters
Effects disciplinary measures as appropriate to the authority delegated in this area
Reviews and approves or disapproves leave requests
Ensures that subordinates are trained and fully comply with the provisions of the Library regarding records management, computer security, emergency management, and safety regulations
Manages the creation, preservation, and presentation of digital content using subject matter expertise, current knowledge and trends, and best practices
Manages multiple projects; designs and executes plans and methodologies; leads other staff assigned to projects; documents results and makes resulting recommendations
Identifies improvements to workflows and procedures for a wide variety of content and data assets, identifies risks and challenges to implementation, and takes steps to overcome them
Implements approved plans by scheduling and coordinating work, including establishing the division of work amongst specialists and technicians assigned to projects
Tracks project workflows and schedules activities required to move projects and tasks to completion as appropriate
Reports status according to the schedules and mechanisms established for the unit
Displays and utilizes extensive expert knowledge of a wide range of techniques and methods relating to quality assurance, data accuracy, and digital conversion techniques in the planning and performance of organizational activities
Proposes modifications to existing practices, precedents, and techniques and adapts previous approaches to solve a variety of information, organization, and access issues related to digital content and online interfaces
Identifies and resolves complex program issues or problems of small or large scope
Provides leadership in the conduct of independent validations and verifications of business operations
Sets up a problem-reporting mechanism for the application team involved in testing
Makes recommendations for corrections and coordinates resolutions and improvements
Provides expert technical advice in the monitoring and evaluation of contractor activities on contracts covering USCO programmatic operations
Oversees contractors and vendors that support the division's operations and confirms deliverables
Serves as technical support to the COR and CO for the Office of Copyright Records contracts; writes Statements of Works (SOWs), evaluation criteria, and other contract-related documents for solicitations and consultant agreements; serves on Technical Evaluation Panels (TEP) for procurements; monitors assigned contracts and evaluates services according to technical criteria; tracks deadlines, and deliverables
