Director, Joint Analysis and Acquisition
USAJOBS is seeking a Director, Joint Analysis and Acquisition who will be responsible for coordinating Capability Portfolio Management joint mission acquisition analysis and developing strategies for capability development, acquisition, and sustainment strategies across the Department of War and allied partners.

Responsibilities
Leads the A&S execution of Capability Portfolio Management (CPM) activities in accordance with DoDD 7045.20, including the alignment of joint mission analysis with acquisition data to support the application of advanced analytic tools fostering streamlined, portfolio-based and data drive decision making. Leads collaborations with other DoW activities to align CPM products in support of coherent recommendations on optimized capability delivery and sustainment
Directs, manages, studies and leads A&S efforts associated with the identification of acquisition information management and capabilities supporting DoW-wide strategic choice, concept development, and portfolio management decision processes
Develops strategies that increase the ability of the USW(A&S) to monitor performance of the Departments' acquisition institution including acquisition program execution; organizational performance; system performance; and personnel performance
On behalf of the USW(A&S), obtain, manage and deliver capabilities to visualize and interpret acquisition data in support of the OUSW (A&S) strategic acquisition priorities and initiatives
Directs, manages, studies and leads A&S efforts in the creation of innovative acquisition approaches to solving complex or Joint capability delivery problems
Leads the execution of pathfinding initiatives for A&S and the broader DoW on innovative use of acquisition tools to foster streamlined capability delivery, while capturing lessons learned to institutionalize new ways of doing acquisition business

All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES
You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required
In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI)

The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978

This is a Critical Acquisition Position. This critical acquisition position requires a Practitioner Program Management, acquisition certification. The incumbent has 60 months to achieve this certification. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years

Demonstrated technical and managerial expertise in overseeing the integration of wide variety of data sources and providing enterprise-level analytic capabilities to streamline organizations decision making processes
Demonstrated experience in the management, execution and delivery of all aspects of a complex capability delivery or acquisition program, including management of personnel across a variety of acquisition skill sets
In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs
