Rules Compliance Examiner

Responsibilities
Serve as an SME for your assigned operational department, providing guidance and clarification on operating rules and compliance expectations
Support frontline staff and supervisors with questions or interpretation challenges related to rules
Monitor field operations to proactively identify patterns, behaviors, or conditions that could lead to rule violations
Collaborate with other examiners to ensure consistent rule interpretation and compliance across departments
Act as a visible field presence to reinforce compliance expectations and encourage safe practices
Conduct outreach initiatives to communicate compliance expectations, reminders, and best practices
Actively solicit and manage feedback from frontline staff regarding compliance challenges or operational concerns
Work closely with the assigned area to support post-event reviews following triggering events to identify contributing factors and implement immediate corrective actions
Maintain a shared knowledge base of common compliance questions, lessons learned, and best practices
Conduct observations of testing officers (TOs) and other operational staff as part of the OTIP program
Participate in OTIP observation initiatives to verify adherence to operating rules and compliance standards
Provide follow-up support on coaching to ensure corrective actions are implemented effectively
Identify recurring issues and proactively recommend preventative measures
Analyze incident reports, observation data, and frontline feedback to identify trends, anticipate risks, and forecast high-risk areas
Recommend proactive interventions and preventative strategies to reduce future rule violations
Suggest improvements to OTIP processes, tools, or communications to enhance compliance and operational safety
Collaborate with Operating Rule Examiners, Training, and management to anticipate areas requiring additional guidance or support
Serve operationally as a Testing officer (TO) as required to maintain a hands-on understanding of field operations and compliance challenges
Apply operational perspective to observations, coaching, and outreach to ensure practical and effective recommendations
Maintain accurate records of observations, coaching follow-ups, post-event reviews, and proactive interventions
Track trends, findings, and preventative actions to support continuous improvement and reporting to leadership
Develop tools, guides, or checklists to help staff comply with rules and prevent violations before they occur
Perform all other duties and projects that may be assigned
Qualification
Required
Bachelor's degree from an accredited institution in a related field
Five (5)+ Years of Experience in transit operations or a safety-sensitive operational environment
Strong knowledge of operating rules, procedures, and compliance practices within a transit operation
Excellent communication and interpersonal skills for working with frontline staff, supervisors, and management
Analytical skills to identify compliance trends, forecast risks, and recommend proactive interventions
Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English
Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program
Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role
Ability to provide internal and external customers with courteous and professional experiences
Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required)
Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers
Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies
Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection)
Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including physical examination and drug and alcohol screenings
Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
Preferred
Field experience in transportation craft
Familiarity with regulatory compliance in a transit, transportation, or safety-sensitive environment (FRA/FTA/DPU experience preferred)
Proficient with the use of MS Office (Word, PowerPoint, Excel) and database applications
