Responsibilities

Lead and Manage the Development Team: Supervise Oracle Developers, DBAs, PAC Developers, and IAM Engineers, ensuring alignment with organizational goals

Drive IGA Strategy & Modernization: Provide recommendations and guidance on transitioning to new IGA solutions such as Saviynt, SailPoint, or ForgeRock while optimizing existing capabilities

Define & Enforce Identity Governance Policies: Establish best practices for role-based access control (RBAC), access reviews, and privileged access management (PAM)

Optimize User Lifecycle Management: Oversee user provisioning, de-provisioning, access certification, and workflow automation

Integrate IGA with Existing Systems: Ensure smooth interoperability between IGA solutions, Active Directory, PAC, and other enterprise applications

Monitor & Improve IAM Security & Compliance: Implement policies to meet federal security mandates, reducing identity-related risks

Advise on IGA Tool Selection & Implementation: Assess current and future IGA needs, working with leadership to evaluate and transition to modern IGA solutions if required

Collaborate with Stakeholders: Work closely with IT security, business units, and the federal agency to align IGA strategies with mission objectives

Provide Technical Oversight & Hands-On Development: While leading the team, the IGA Lead will also be expected to work directly on Java-based PAC components, troubleshooting, and implementing system enhancements

Maintain & Update PAC Application: In the interim, oversee maintenance and updates of the current PAC system, ensuring its continued reliability and alignment with best practices

Experience in overseeing and guiding Identity Governance & Administration (IGA) programs

Experience managing a team of developers and engineers

Technical expertise in identity governance and user access management

Hands-on development and troubleshooting of Java-based components

Experience supervising Oracle Developers, DBAs, PAC Developers, and IAM Engineers

Ability to provide recommendations and guidance on transitioning to new IGA solutions such as Saviynt, SailPoint, or ForgeRock

Establishing best practices for role-based access control (RBAC), access reviews, and privileged access management (PAM)
