Applications Development Manag
The Arizona Department of Health Services is dedicated to promoting and protecting the health of individuals and communities in Arizona. They are seeking a Senior Applications Development Manager to lead the planning, design, development, implementation, and maintenance of enterprise and program-specific applications to support the agency's mission. This role will involve supervising application development managers and ensuring compliance with state and federal regulations.

Responsibilities
Coordinate with the infrastructure, cybersecurity, and data management teams to ensure systems are secure and properly integrated
Supervise and mentor a team of application developers managers, including performance management and professional development
Collaborate with public health program leadership to assess application needs and deliver effective technology solutions
Participate in the development of IT strategic planning and enterprise architecture initiatives
Collaborate with the CIO and ITS leadership team to ensure up-to-date and compliance with ITS policies, procedures, and standard work
Other duties as assigned as related to the position
Qualification
Required
Minimum 5 Years of supervision experience
7+ years of experience in IT applications development
Knowledge of Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies
Knowledge of modern software development methodologies (Agile, DevOps, CI/CD)
Broad and generally deep understanding of all facets of management and leadership, as well as a vision for the specific business program/function being managed
Thorough working knowledge of most infrastructure technologies and in-house developed applications utilized in the enterprise
Thorough working knowledge of the organization's policies and procedures
Thorough working knowledge of the organization's methodologies and tools
Thorough working knowledge of interrelationships among various internal and external organizational functions
Strong customer service skills
Excellent interpersonal, written and oral communication skills
Demonstrated ability to balance, prioritize and organize multiple tasks
Demonstrated ability to work collaboratively in teams and across organizations
Demonstrated ability to synthesize feedback and adjust plans accordingly
Demonstrated ability to build strong relationships inside and outside the organization
Demonstrated ability to integrate new concepts, practices, and emerging technologies into strategic planning process

Demonstrated ability to apply creative solutions to business problems to ensure business needs are most effectively met
