Program Administrator Senior

Responsibilities
Effective and efficient management of the Arizona Cancer Registry QA Unit within the program, including hiring and training of staff, supervision of staff, writing of performance evaluations, maximizing of resources, collaborative planning, and creation of work plans addressing all deliverables for quality assurance initiatives. Includes oversight of training activities, updates to internal policy/procedure manual, and development of guidance documents
Plans and conducts statewide assessments of cancer registry data quality through audits and studies of reporting hospitals and other entities to ensure compliance with state and national regulations. Develops protocols, design software applications, and generates reports based on findings. Communicates results to internal and external stakeholders. Works collaboratively to involved develop with the audits. Internal dashboard to monitor compliance. Oversees the budget for audit activities and manages the staff
Oversees and manages the annual death clearance project, and provides direction to staff involved in process. Ensures compliance with the national death clearance accuracy standards. Collaborates with the epidemiologist to enhance the process, which involves integrating hospital discharge data and utilizing the Health Information Exchange (HIE)
Monitors the federal grant in relation to the objectives and performance measures of the Quality Assurance Program, ensures that all activities meet and exceed established standards. Oversees the CDC Data Quality Evaluation and program evaluation requirements of the federal grant. Develops, implements and evaluates policies, procedures, standards and guidelines for the Quality Assurance Program and contributes to the writing of grants and other funding proposals
Serves as the subject matter expert for cancer registry applications such as Match•Pro, Web Plus, GenEdits, and EditWriter to further enhance the reporting capabilities of the registry. Manages software updates and conversions for the registry database. Researches, develops, and distributes the EDIT metafile required by mandated reporters statewide to ensure adherence to a prescribed set of standard edits
Performs, monitors, and tracks data linkages and data exchanges for the Quality Assurance Program. Collaborates with the ADHS Well Woman HealthCheck Program and with the Hopi and Navajo Breast and Cervical Programs to facilitate and conduct data linkages. Partners with other U.S. state central cancer registries to conduct data exchange activities
Leads the quality review of cancer cases involved in high level projects, including approved HSRB research studies and cancer concern investigations. Performs ad-hoc studies and compiles general and statistical reports used by management
Co-leads the registry annual data submissions to comply with the highest data quality standards established by national and federal partners
Interprets cancer registry rules, regulations, and policies for hospital cancer registrars and reporting entities, and provides technical assistance and program guidance. Collaborates and maintains partnerships with various stakeholders, including hospital systems, physicians, other reporters, cancer registry software vendors, state cancer registries, national entities, and federal and tribal partners

Qualification
Required
Statutes and agency rules, regulations, policies and procedures pertaining to cancer registration
Comprehensive knowledge of cancer registration standards as outlined in the following references: American College of Surgeons Commission on Cancer data dictionary (e.g., STORE); Arizona Cancer Registry handbook; the International Classification of Diseases for Oncology; the SEER Program Manual (Surveillance Epidemiology and End Results Program); the SEER Summary Staging Manual; the American Joint Committee on Cancer Staging Manual; the Solid Tumor Rules related to the determination of primary tumor and histology; the SEER•Rx Interactive Antineoplastic Drug Database, and the Hematopoietic Database
Human anatomy and physiology related to the diagnosis and treatment of cancer
Medical terminology related to the diagnosis, pathology, staging, and treatment of cancer
Quality assurance and data analysis practices
Strategic planning, development, and implementation
Report preparation and data presentation
Principles of management and program planning, program evaluation, and grant processes

Driver's License
Credentialed ODS-C (Oncology Data Specialist - Certified) within 2 years of hire
Preferred
Bachelor of Public Health or Health Information Technology or related field, work experience in a cancer registry or health program and 3 years experience managing complex programs
Master's degree in Public Health may substitute for 1 year experience
Pref. given to candidates w/coursework in program planning and evaluation
