Human Resource Analyst

Responsibilities

Develop, conduct, monitor and oversee fair, objective and equitable recruitment and selection processes
Facilitate workforce planning to meet Department's workforce and business needs
Provide recruitment and hiring support to hiring managers throughout the department, while understanding different lines of business
Create sourcing strategies, network with passive candidates, utilize industry websites, job boards, social media, and other tools to grow diverse, well-qualified candidate pools
Develop and implement targeted recruiting strategies and activities; create job announcements and advertisements; ensure compliance with Title VII, ADA, and other non-discrimination law, practices and policies when administering employment processes
Conduct or coordinate applicant screening, testing, and interview processes
Train panel interviewer members on effective, legal, and un-biased interview practices
Develop and administer merit-based selection materials including recruitment plans, job-related exams, interview questions, and related rating criteria
Perform HR generalist duties in support of employee relations, leave and accommodations, employee complaints and/or grievances, classification/compensation, etc
Serve as backup to Leave Coordinator, assist with leave administration including providing guidance to employees and supervisors
Engage in continuous process improvements
Develop, coordinate, and deliver training
Utilize tools such as Outlook, Word, Excel, SharePoint, applicant tracking system, background, and reference check systems, to create and maintain documents, spreadsheets, tracking tools, and recruitment and selection processes
Perform other related duties as assigned

Required

Three years of increasingly responsible recent human resource and recruiting experience. Experience must demonstrate a working knowledge of state and federal discrimination laws, general employment principles, and general labor laws as they relate to designing and administering selection processes, advice, and decisions
Bachelor's degree in Human Resources Management, Public or Business Administration or a closely related field, OR an equivalent combination of education and experience
Ability to manage multiple high-volume selection processes effectively and efficiently to hire the best candidate for each position
Ability to successfully anticipate, identify and interpret potential recruitment problems and issues and create strategies to divert and/or resolve problems
Knowledge and familiarity with federal and state leave laws, including the Family and Medical Leave Act (FMLA), medical, parental or other protected leaves
General understanding of ADA and reasonable accommodation principles as they relate to leave and return-to-work processes
Ability to serve as backup support for centralized leave administration, ensuring continuity of service during absences or peak workload periods
Demonstrated skill at working collaboratively, creating relationships, building trust and rapport with a diverse group of people
Ability to synthesize large amounts of information quickly and identify trends, patterns, and impacts of data as it relates to workforce planning and development
Skill in effective time-management, planning, prioritizing and coordinating multiple projects with critical timelines
Excellent written and oral communication skills which includes the ability to deliver presentations and trainings to large groups
Demonstrated skill in the use of PeopleSoft or other HRIS system
Demonstrated skill in the use of Neogov or other electronic applicant tracking system
Intermediate-level of proficiency using SharePoint and Microsoft Office Suite including Excel, Word, and Outlook or an equivalent email program

Experience in the public sector
Experience working in a unionized environment
Experience with PeopleSoft and Neogov
