The Washington State Department of Transportation (WSDOT) is a leading multimodal agency known for its excellence in transportation. They are seeking a Transportation Engineer 4 to manage construction oversight activities, ensuring compliance with design and construction plans while coordinating with various stakeholders.

Responsibilities
Verify projects are constructed consistent with the approved plans and WSDOT standards and specifications
Perform ongoing project field inspection of development projects located within WSDOT right of way; ensure that all changes are documented and coordinated with the Eastern Region Construction Engineer
Act as an engineering technical specialist to support and guide consultants on construction issues
Provide ongoing support and communication for consultants with regards to all construction matters, such as approval of Record of Materials and coordination with other WSDOT departments (materials lab, traffic office, signal shop, environmental, etc.)
Direct and oversee the region's Development Services staff in reviewing intersection channelization and construction plans and provides recommendations for approval to the Assistant Regional Administrator
Oversee development agreement preparation and tracks development agreements
Qualification
Required
Transportation Engineering and Construction Expertise: Advanced knowledge of highway engineering principles, design standards, quality assurance, and construction practices supporting safety, accessibility, and multimodal transportation goals. Experience reviewing modal construction plans for accuracy and preparing recommendations for senior management decision making
Construction Oversight and Inspection: Experience conducting field site construction inspections to verify compliance and resolve discrepancies with approved plans, permits, specifications, workmanship, materials, ADA compliance
Contract Compliance and Engineering Documentation Management: Demonstrated experience developing, monitoring, and administering development agreements from preparation through closure, utilizing data systems to monitor project milestones, deliver project status, and maintain project documentation
Communication and Leadership: Ability to multi-task, prioritize and track work, actively solve problems and communicate issues; Ability to oversee and direct the work of development review staff; Ability to utilize Microsoft Windows, Word, Outlook, Excel, and other agency software programs within two (2) months of employment

A valid driver's license and the ability to operate state-owned vehicles
Preferred
Transportation Project Delivery Competency: Ability to deliver transportation projects in compliance with WSDOT and FHWA standards, including application of design and construction requirements, development agreements, and plan preparation and approval processes, often obtained through completion of a bachelor's degree in Civil Engineering or Construction Management, or Engineer-in-Training (EIT) certification

Retirement And Deferred Compensation – State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs.

This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
