Compensation and HRIS Administrator-Management Analyst 4/Full-time, Day Shift
The Minnesota Department of Veterans Affairs is dedicated to supporting the employees that serve Minnesota Veterans. The Compensation and HRIS Administrator will lead HR services related to compensation administration and HRIS management, ensuring data integrity and process improvements within the HR department.

Responsibilities
Lead advanced professional HR services for the Minnesota Department of Veterans Affairs (MDVA) HR staff in the areas of Compensation Administration, HRIS (Human Resources Information Systems) maintenance & development, HRIS security management, HR delegation maintenance, and HR auditing
Lead the reporting and analysis functions for HR, and table management, overpayment administration, administration and management of the MDVA compensation program, and also provides project leadership to agency HR offices and staff regarding HR data integrity and process improvement efforts
Develop and coordinate implementation, maintenance, and auditing of the delegated authority from Minnesota Management and Budget
Initiate and coordinate quality and continuous improvement projects for the HR Department
Ensure appropriate SEMA4 Security clearance for all agency personnel
Qualification
Required
Three (3) years of Human Resources experience leading compensation administration and Human Resource Information System (HRIS) administration, demonstrating the following:
Experience in data management and reporting using MS Excel (pivot tables, charts, and graphs), Oracle Business Intelligence Enterprise Edition (OBIEE), Mobius or similar database reporting software, sufficient to create, modify, and analyze complex management reports
Experience using reliable data sources to drive decision making and solve problems
Ability to present data and recommendations to management and build consensus on decisions
Knowledge of state of Minnesota HR policies, compensation principles, practices, and federal and state laws
Critical thinking and strategic planning skills sufficient to analyze and evaluate complex information, research and evaluate alternatives
The ability to independently make sound decisions, resolve conflicts and provide guidance on a variety of HR-related issues
Knowledge of Minnesota human resource functions to bridge technological gaps and uphold compliance standards
Preferred
Ability to prioritize projects and initiatives by aligning people and resources to meet the needs and strategies of the organization
Experience working in a unionized/public sector environment with demonstrated ability to interpret and apply collective bargaining agreements and compensation plans
Experience interpreting employment laws, regulations, and policies related to compensation, classification, recruitment, selection, hiring, movement of, and/or retention of employees
