Expert Gas Strategy Regulatory- Flexible Location

The Gas Strategy Regulatory Specialist, Expert will oversee regulatory components, manage interconnections, and drive process improvements while collaborating across departments to ensure effective communication and compliance with regulatory requirements.

Responsibilities
Lead regulatory activities by writing testimony, responding to data requests, meeting with regulators and other IOUs, and providing content for regulatory filings (Advice Letter, applications, reports)
Manage all internal communications between subject matter experts regarding proceedings and cross-collaboration with different departments
Demonstrates broad expertise in project management
Applies advanced knowledge to wide-ranging regulatory issues
Develops innovative solutions and drives process improvement
Works with and leverages relationships with all levels of staffing within the department and across PG&E
Manage relations and expectations with Regulatory Relations
Provide direction and coaching to less experienced team members
Manages highly complex gas interconnections with PG&E’s gas transmission system
Ensure all steps are followed for finalizing new interconnections including obtaining official applications, ensuring job cost estimates are produced and communicated to customer, completing standard form contracts, negotiating special facility agreements and/or any exceptional case agreements and arrange for approval at the CPUC, and monitor progress in engineering, design, project management and construction to ensure facilities are completed by the time the customer needs service
Manage all communications between the company and the customer regarding the interconnection

Qualification
Required
Bachelor of Arts or Bachelor of Science in Engineering, Business, Marketing or related or equivalent experience
7 years of related experience in the natural gas industry
Preferred
MBA or equivalent graduate degree
Strong organizational skills
Solid understanding and knowledge of the PG&E regulatory process and policies and those of the CPUC
Ability to present moderately complex data and findings to diverse audiences
Capability to analyze complex problems and recommend solutions despite incomplete information and limited time
Ability to interpret contract language terms
Capability to construe tariff language terminology
Understanding of meaning and rationale of PG&E contract provisions; typical counterparty concerns; and the impacts of contract language
Expertise in communication, interpersonal/collaboration influence and negotiation and process management
Experience serving and meeting the needs of internal and/or external customers
Ability to analyze, understand, and communicate information accurately
Excellent strong written and verbal communications skills with the ability to present complex information with ease and clarity to management
Ability to excel independently, build consensus, and cohesively collaborate within a team environment
PMP-Project Management Professional certification
PgMP-Program Management Professional certification
CCMP- Certified Change Management Professional certification
Ability to apply program management theories, concepts, methods, best practices, and techniques as needed to perform at the job level
Ability to apply project management theories, concepts, methods, best practices, and techniques as needed to perform at the job level
Competency in making sense of complex, high quantity, and sometimes contradictory information to effectively solve problems
Highly skilled at leading project teams
Ability to effectively manage multiple projects with demanding time constraints
Knowledge and understanding of gas transmission and distribution
Knowledge and understanding of engineering principles, codes, and regulations that govern gas engineering and Operations and Maintenance (O&M) activities
Knowledge and understanding of the principles and properties of gas impacting various internal/external environments
Proficiency and skill with engineering information systems and applications
Creativity and innovation skills
Experience with Microsoft Project
