The Federal Deposit Insurance Corporation (FDIC) is seeking a Chief Data Officer (CDO) to lead its enterprise data management program. The CDO will oversee data quality, governance, and analytics, while collaborating with senior leadership to manage data as a business asset and ensure compliance with federal regulations.

Responsibilities

The CDO leads the FDIC’s enterprise data management program and implementation of the Foundations for Evidence-based Policymaking Act of 2018, whose goal is to modernize federal data management and strengthen evidence-building to improve policymaking
Leads the development and maintains controls on data quality, interoperability and sources to effectively manage the corporate risk associated with the use of data, analytics, and AI. Collaborates with the Chief Information Security Officer and DIT Director to create policies and controls for the appropriate protection of information assets
Builds and maintains effective relationships with senior leadership and executives across the organization to deliver the vision for managing data as a business asset, and to exploit data using research and analytics to maximize the return on data assets. Develops methods to ensure the consistent application and efficient use of analytics. Establishes the governance of data and algorithms used for analysis, analytical applications and automated decision-making including artificial intelligence-driven applications
Leads the definition and manages and advances enterprise information management principles, policies and programs for stewardship, advocacy and custodianship of data, analytics, and AI, in concert with legal, information security, privacy, risk and compliance offices
Prepares and presents briefings to senior leadership and Corporate-level governing bodies on complex and controversial issues
Oversees the integration and staging of data, and the development and maintenance of the data lakes, data warehouse and data marts, for use by analysts throughout the organization
Oversees the development and deployment of the enterprise’s data and analytics platform for digital business
Participates in the following governance domains: business strategy and planning, management and financial reporting, enterprise architecture, IT strategy and planning, risk and compliance, and marketing strategy and planning. This includes participating in other governance forums where the CDO’s input is required
Acts as the corporate representative to regulators, represents the enterprise to customers, the Federal CDO Council and other inter-agency bodies to develop federal standards on data. Organizes and chairs the FDIC’s data and analytics governance council that meets at least quarterly
Exercises supervisory personnel management authority directly or indirectly through subordinate senior managers to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc. Ensures that programs are administered effectively and in accordance with broadly stated objectives and priorities

Required

Experience in overseeing and coordinating the work of organizational units directly and indirectly through subordinate supervisors, including assigning work; directing changes to programs and priorities; and evaluating performance against goals
Experience in managing employee performance and growth directly and indirectly through subordinate supervisors, including evaluating employee readiness for successive roles; recognizing accomplishments, providing feedback and development opportunities, and addressing performance/conduct issues
Experience in overseeing implementation of and improvements to recruiting, hiring, training, utilization, and succession readiness of staff
Experience in aligning data policy and administration with relevant regulatory, legal and ethical mandates
Experience in serving as the principal advisor to senior-level officials to provide expertise in enterprise data governance, management and analytics
Experience in fostering value creation from data/information resources, and internal and external data ecosystem by ensuring data is managed and governed as a corporate resource that empowers staff to perform analysis, make decisions, support operations, and conduct research at the strategic, tactical, and operational levels of an organization
Experience in matters pertaining legal, policy and regulatory requirements around data management across the federal government or industry best practices on how to manage and leverage data as part of enterprise modernization/digital transformation
U.S. Citizenship is required
Ability to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance
Applicant tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment and will be subject to random drug tests
Must be able to obtain and maintain an interim and/or final security clearance prior to entrance on duty
