Principal Director, Civilian Personnel Policy

Responsibilities

Formulates Department-wide Human Resource Management (HRM) strategic plans, programmatic objectives, policies, standards, directives, and instructions through a subordinate policy staff of civilian personnel experts
Supports the DASW(CPP) in oversight and enforcement of DoW civilian personnel management policies and reviews and analyzes DoW components' personnel programs to promote economy, improvement, and consistency in the application of DoW civilian personnel management policies and programs
Advises and assists the DASW(CPP) in assigned responsibilities and functions, and provides support to the DoW Components in the administration of civilian personnel policy and programs, as directed
Investigates and evaluates new approaches and developments within the human resources management field and conducts studies leading to the application of these practices to DoW-wide civilian personnel policies and programs
Provides oversight to the development and evaluation of the various DoW personnel demonstration projects; policies and programs for the employment of U.S. citizens in foreign areas; and provides guidance to the DoW Per Diem Travel and Transportation Allowance Committee on civilian travel, per diem, and relocation allowances

You must be a U.S. citizen to qualify for this position
All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES
You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required
In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI)

The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978

Demonstrated ability to analyze complex civilian personnel issues and develop practical recommendations, including legal implications, which are supported by senior-level management
In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs
