Senior Director, Permitting & Environmental Affairs
Kinterra Capital Corp, through its subsidiary Southwest Critical Materials LLC, is focused on advancing the Pumpkin Hollow copper asset in Nevada with a commitment to regulatory discipline and environmental stewardship. They are seeking a Senior Director of Permitting & Environmental Affairs to lead state-level permitting and compliance, manage consultants, and ensure timely execution of permits and reporting in alignment with project timelines.
Responsibilities
Lead all state-level permitting and permit amendments for Pumpkin Hollow and the Open Pit, including but not limited to:
WPCPs (mine water, RIBs, tailings, stormwater)
Reclamation permits
Air quality permits
Water rights coordination
Develop and execute permitting strategies that align with SCM’s restart and expansion timelines
Anticipate regulatory risks and proactively implement mitigation measures
Serve as SCM’s senior interface with Nevada regulators, including:
Nevada Division of Environmental Protection (NDEP)
Department of Conservation & Natural Resources (DCNR)
Nevada Division of Water Resources (NDWR)
Leverage an established professional network within Nevada agencies to facilitate coordination, prioritization, and issue resolution
Represent SCM in senior-level meetings with regulators, elected officials, and executive offices as required
Ensure full compliance with all permit conditions and reporting requirements
Oversee preparation, review, and submission of:
Annual, quarterly, and monthly regulatory reports
Monitoring data summaries
Compliance certifications
Maintain audit-ready documentation and defensible regulatory records
Direct and oversee environmental baseline programs, including:
Hydrogeology and groundwater modeling
Geochemistry and water quality
Tailings, RIB, and infiltration studies
Ensure baseline and technical work is fit-for-purpose for permitting, operations, and future expansions
Manage and direct external consultants across permitting, hydrogeology, geochemistry, engineering, and compliance
Define scopes of work, manage schedules, and hold consultants accountable to budgets and deliverables
Implement cost-control measures and identify opportunities to accelerate reviews (e.g., cost-recovery or third-party technical support)
Advise the Project Director and SCM leadership on regulatory risk, schedule impacts, and strategic options
Prepare clear, concise written materials for:
Internal decision-making
Executive and board updates
Regulatory submissions
Act as a collaborative leader across operations, engineering, geology, and external stakeholders
Qualification
Required
15+ years of environmental permitting experience, with a strong preference for Nevada-based projects
Demonstrated experience with: Operating mines, Brownfield restarts, and Large-scale open pit and underground mining operations
Deep familiarity with Nevada permitting frameworks, agencies, and review processes
Proven experience leading permit amendments, not just initial permitting
Strong technical understanding of: Water management systems, Hydrogeology, and Environmental monitoring and compliance
Exceptional written and verbal communication skills; able to draft and review complex regulatory documents
Willingness to travel regularly to and work on-site in Yerington, Nevada
Former senior role within a regulatory agency (e.g., NDEP, DCNR, NDWR) or extensive direct experience working with those agencies
Experience managing permitting through periods of construction, restart, and operational ramp-up
Demonstrated ability to operate effectively under tight timelines and high scrutiny
