Change Control Manager
Raytheon UK is a leader in defence and aerospace technology, and they are seeking a Change Control Manager as part of a programme engineering team for a major training project. The role involves overseeing change control processes, conducting impact assessments, and ensuring compliance across multiple organizations.

Responsibilities
Leadership of all Change Control Management processes on the project to ensure change compliance. This includes the change planning, identification, impact analysis, control, status accounting and auditing for development and operational systems
Responsible for and lead end-to-end change flow, from screening, impact assessments, disposition (approve/reject/defer), implementation, verification and closure
Define and administer dual-angle impact assessments for every change, from top-down: capability, mission, safety/security, operational readiness, customer benefits/risks, to bottom-up: configured items (hardware/software), Bill of Materials (BOM)/Product Breakdown Structures (PBS)/Work Breakdown Structures (WBS), Requirements, Interfaces/Interface Control Documents (ICD), Data & Documents, Validation & Verification (V&V), Integrated Logistics Support (ILS)/support, training and courseware
Quantify impacts of change on cost, schedule, performance and risk with input from the wider organisation
Publish decisions, actions and metrics on change
Responsible for the definition and maintenance of baseline sets, working with owners to identify and control baselines across the development cycle including: requirements, design, build, V&V, training, data and ILS baselines
Maintain an effective baseline update schedule aligned to the ITS Delivery Plan
Ensure every approved change updates the correct baseline(s) and dependent baseline sets with closed-loop verification
Integrate change and baseline decisions into SRR/PDR/CDR/TRR/FAT/SAT/UAT/Handover with explicit entry/exit criteria and adoption sign-offs
Synchronise releases with Engineering, Software, Courseware and & Media, Safety/Security, ILS and Operations
Run supplier–customer impact workshops; maintain auditable RAIDO, decisions, minutes and actions
Deliver clear exec reporting (readiness, adoption, benefits, risk), and lead change champion/coach networks
Translate change impacts into role-based learning (courses, micro-learning, simulations, job aids) and update the Training Baseline
Use PLM/ALM and analytics (e.g. DOORS, Teamcenter, Windchill, JIRA, Power BI) to drive evidence-based decisions
Capture lessons learned and embed change into BAU support and service models
Synchronise releases with Courseware and Media
Be ‘Responsible for championing and fostering a culture of Environmental, Health, and Safety (EHS) compliance and continuous improvement’
Any other duties required to meet the needs of the programme
Qualification
Required
Track record (5+ years) delivering change in complex engineering/training environments and chairing CCB/CRB on multi-supplier programmes
Strong configuration management grounding (e.g., ISO 10007, EIA-649, Def Stan 05-57) and practical Change Control in tooling in PLM/ALM
Working knowledge of gated delivery and V-Model (ISO/IEC/IEEE 15288), with V&V/VVRM and release governance experience
Experience of defining and managing Bill of Materials (BoMs)
Excellent stakeholder management from end-user, customer, shop-floor to senior customer; crisp written/oral communication and facilitation skills

Frequent use and application of Change and Knowledge Management principles, theories and concepts on large or complex projects
A working knowledge of CMMI and ISO 9000 requirements
Excellent verbal and written communication skills
Willingness to work out of hours on occasion
Possessed of, or capable of obtaining, SC
Sole UK national
Preferred
DSAT/JSP 822 and enterprise learning architecture (LMS/LCMS, assessment, evaluation)
PRINCE2/MSP/Agile expertise; ITIL or Lean/Six Sigma
Experience in complex solutions for large government organisations or private corporations using a diverse engineering and technology team
Experience of Change & Configuration Management tool migration projects
Experience of leading and delivering structured improvement projects
Proficient in the evaluation of programme documents for impact to CM processes
