HOMECARE PROGRAM MANAGER
A Better Life Homecare is an approved provider for the AFL & PCA Program in the State of Connecticut. The Program Manager is responsible for the overall management, development, and implementation of the organization's Adult Foster Living (AFL) and Personal Care Attendant (PCA) programs, ensuring compliance with regulatory standards and fostering a supportive environment for clients and staff.

Responsibilities
Design, implement, and evaluate programs and services that meet the needs of individuals that we serve
Monitor program effectiveness and make adjustments as needed to improve service delivery
Develop and manage program budgets, ensuring financial solvency and accountability
Recruit, train, and supervise program staff, providing guidance and support
Foster a positive team environment that encourages professional development and collaboration
Conduct regular performance evaluations and provide constructive feedback
Ensure all programs comply with federal, state, and local regulations and standards
Conduct regular audits and assessments to ensure quality service delivery
Implement policies and procedures to improve program effectiveness and safety
Build and maintain relationships with community partners, stakeholders, and families
Advocate for the needs and rights of individuals with developmental disabilities at local, state, and national levels
Represent the department at community meetings and events
Collect and analyze data to assess program outcomes and areas for improvement
Prepare and present reports to stakeholders, including funding sources and regulatory agencies
Any other duties as assigned
Qualification
Required
Bachelor or Masters degree in Social Work, Psychology, Education, or a related field
Nursing LPN, RN
Minimum of 2 years of experience in DSS/CHCPE Services experience e.g Adult Foster Living (AFL), Personal Care Attendant (PCA) or relevant Homecare Experience
Minimum of 5 years experience in Management
Strong organizational, leadership and management abilities
Excellent communication and interpersonal skills
Knowledge of relevant laws, regulations, and best practices in developmental services
Proficient in data analysis and reporting
Demonstrated ability to adapt to the changing needs of the program participants
Valid driver's license, sufficient automobile insurance, acceptable driving record, and a safe reliable vehicle during working hours
Ability to perform the essential functions of the position, including occasional lifting, bending, and standing
Preferred
Adult Foster Living Program: 2 years
Personal Care Attendant Program: 2 years
