Responsibilities

Legal review and analysis of all grant-related documents, including federal grant terms and conditions, modifications, amendments, and compliance requirements
Drafting, reviewing, and negotiating contracts with sub-recipients, vendors, and other contractual partners supporting RHTP initiatives
Providing legal counsel on federal and state regulatory compliance matters affecting rural health programs and grant administration
Reviewing and advising on reports, applications, and other submissions to the federal government and other entities to ensure legal accuracy and compliance
Conducting legal research on issues related to rural health policy, healthcare law, grant administration, and applicable state and federal requirements
Advising on data-sharing agreements, privacy compliance (including HIPAA and data security), and information governance matters
Providing legal support for procurement processes and ensuring compliance with state procurement regulations
Drafting and reviewing memoranda of understanding (MOUs) and interagency agreements with other state agencies and partners
Supporting the rural health transformation advisory council by providing legal guidance and reviewing governance documents
Advising on risk mitigation strategies and providing legal counsel on potential liability issues
Reviewing and advising on employment matters related to RHTP-funded staff recruitment and hiring
Coordinating with DSS General Counsel and other legal staff on complex legal matters
Attending meetings with federal officials and stakeholders to provide legal support as needed
Other legal duties as assigned

Required

Two (2) years of experience in the practice of law
Incumbents in this class must be admitted to practice law in the State of Connecticut
Considerable knowledge of legal principles, practices and procedures in Connecticut
Considerable knowledge of legal research techniques
Considerable knowledge of the Uniform Administrative Procedures Act
Ability to interpret and apply relevant state and federal laws, statutes, regulations and legislation
Knowledge of relevant agency policies and procedures
Knowledge of the rules of evidence
Knowledge of criminal and constitutional law and legislative process
Considerable interpersonal skills
Considerable oral and written communication skills
Considerable ability to apply judicial decisions to the interpretation of statutes
Considerable ability to comprehend, analyze and organize technical data and coordinate elements of legal cases

Preferred

Experience drafting and negotiating complex contractual agreements and statements of work related to large data systems or professional services agreements in healthcare-related industries
Experience drafting or negotiating agreements involving the transfer of state and federal funding to contractual subrecipients
Experience drafting and negotiating cooperative agreements, such as memoranda of understanding or memoranda of agreement
Experience working with or supporting government or corporate contract or procurement units
Experience performing legal analyses related to compliance with federal grant reporting, terms, and conditions
