Responsibilities

Review payroll transactions submitted by New York State agencies of the Executive, Judicial and Legislative Branches, including the State University and the City University of New York, ensuring the accuracy of salaries, amounts paid, taxes withheld, and deductions and garnishments taken in the paychecks of State employees
Apply laws, regulations, business rules, and procedures governing payroll transactions in determining salaries that may be complicated by a number of variables such as numerous seasonal and non-statutory employees or employee contract related salary calculations
Opening, reviewing, sorting and scanning mail
Entering garnishment orders
Auditing garnishment entries and completing peer review of garnishment orders
Working directly with garnishment vendors to ensure electronic files and payments are exchanged accurately and on time
Assisting with documentation of internal business processes and procedures
Working with other sections of Payroll Deductions to accurately calculate and confirm employee paychecks

Required

Two years of full-time business or human resources office experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase and initiating and processing purchase orders
Thirty semester credit hours of college-level study AND one year of the experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase and initiating and processing purchase orders
Sixty semester credit hours of college-level study may substitute for two years of experience
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 of the Civil Service Law
For 70.1 transfer to a Payroll Specialist 1, salary grade (SG)-11, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-09 or above
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Office Assistant 2, Office Assistant 2 (Spanish Language), Clerk 2, Clerk 2 (Spanish Language), Office Assistant 2 (Calculations), Office Assistant 2 (Calculations) (Spanish Language), Calculations Clerk 2, Calculations Clerk 2 (Spanish Language), Office Assistant 2 (Customer Service), Office Assistant 2 (Customer Service) (Spanish Language), Agency Services Representative, Agency Services Representative (Spanish Language), Office Assistant 2 (Keyboarding), Office Assistant 2 (Keyboarding) (Spanish Language), Keyboard Specialist 2, Keyboard Specialist 2 (Spanish Language), or Payroll Assistant

Ability to respond to written inquiries and telephone calls from NYS employees, NYS agencies and vendors
Ability to analyze and review weekly deduction query results
Ability to prepare timely, accurate, thoughtful deduction related research
Ability to locate, research, communicate and document any discrepancies or unusual circumstances
Ability to reconcile complex business reports and identify discrepancies
Ability to empower and engage staff, provide training, coaching and guidance to develop employees
Ability to assess multiple competing priorities
