Junior Expense Analyst
The City of New York is seeking a Junior Expense Analyst for the Department of Design and Construction, Division of Finance and Procurement. The role involves budget management tasks including communication with agencies, budget modifications, and preparing expenditure reports.

Responsibilities
Communicate with budget liaisons of Sponsor Agencies and OMB for Library & Cultural Projects requesting expense funding for projects, completing Intra-City Budget Modifications, and responding to general inquiries about status of expense funds received
Perform Budget Modifications using FMS2 for OTPS and PS
Execute the funding for MOU agreements in FMS2 and FMS3 – Intra-city Mods, IPOCs & IETCs
Process journal entries (EAC1, J4, J5E) in FMS3 to reflect charges to the correct budget structures
Prepare the monthly variance expenditure reports for submission to the OMB (Office of Management and Budget) to include monitoring of obligations incurred and actual expenditures
Working with the Comptroller’s Office in setting up accruals, monitoring eligible payments that can be accrued to prior FY, and submitting manual accruals to the Comptroller’s Office and answering any queries that they may have
Submission/execution of Financial Plan, Upload Word and Excel documents for all New Needs and Other requests for Financial Plan as needed
Qualification
Required
High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above
Education and/or experience which is equivalent to '1' above
Authorization to work in the United States is required for this position
Preferred
Knowledge of the City's Financial Management Systems (FMS/2+3) and an understanding of the NYC Comptroller's Year end Instructions, including initial and clearing of accruals
Proficiency in Microsoft Excel, specifically in functions, pivot tables, SUMIFs, v lookups, filters, and advanced formatting
Knowledge of Access and Power point is a plus
