Responsibilities

Lead and manage release planning activities across all VESEE workstreams-including Product Lifecycle, SustainmentEnhancement, and Modernization
Maintain the Integrated Release Calendar and ensure alignment with Program Increments (PI), sprint cadences, and VA enterprise release windows
Coordinate feature readiness, code freeze, deployment activities, and environment synchronization across multiple Scrum teams
Ensure release scope is accurately captured, prioritized, and reflected in Jira, Confluence, and Product Backlogs
Establish and enforce release gates, readiness checklists, change control processes, and rollback plans
Lead Release Readiness Reviews, verifying that code, test results, deployments, security scans, 508 checks, and documentation meet VA approval standards
Collaborate with DevSecOps to ensure CI/CD pipelines, container builds, and infrastructure-as-code deployments are validated and compliant
Track deployment results, performance metrics, and post-release issues; drive continuous improvement
Partner with the Program Manager, Chief DevSecOps Engineer, Product Owners, and Technical Leads to ensure consistent delivery across Agile teams
Facilitate cross-team dependency management, impediment removal, and coordination during PI Planning and Sprint Planning
Support SAFe ceremonies, including PI Planning, System Demos, and InspectAdapt workshops
Ensure all deliverables align with VA PLM's Outcome Roadmaps and development objectives
Serve as the primary point of contact for release communication with VA OIT, PES, VES, E&E stakeholders, and the COR
Provide regular release reports, deployment timelines, risk updates, and performance metrics (monthly, bi-weekly, and ad hoc)
Communicate release scope, impacts, risks, and mitigation strategies to technical and non-technical stakeholders
Ensure transparency into release activities via dashboards, Jira reporting, and documentation repositories
Ensure each release meets VA's strict standards for: Cybersecurity (VA 6500, FISMA, NIST 800-53)
Privacydata protection (HIPAA, Privacy Act, FTI-handling)
Accessibility (Section 508/WCAG)
Performance, reliability, and availability targets
Partner with the QA Manager to validate automated and manual testing coverage, including 508, regression, performance, and security testing
Ensure DevSecOps gates (SAST, DAST, SCA, container scanning, IaC scanning) are completed and passed prior to release

Must be able to obtain and maintain a Public Trust clearance
This position is remote but may require occasional onsite meetings in McLean, VA
You can be based out of following states: AZ, DC, FL, GA, OH, ME, MD, SC, TX, UT, VA, NC, OK, WV
Bachelor's degree in Business Management, Information Systems Management, or related field
Minimum 10 years of experience in software delivery, release management, or large-scale Agile delivery
Experience coordinating releases across complex federal IT programs, preferably VA, DoD, HHS, DHS, or other high-security environments
Demonstrated experience with SAFe Agile, DevSecOps pipelines, CI/CD processes, and multi-team coordination
Strong organizational and coordination skills
Excellent communication with technical and non-technical audiences
Ability to manage risk and dependencies across multiple teams
Rigorous attention to detail in quality and compliance
Ability to balance strategic oversight with tactical execution
Deep understanding of Agile, DevSecOps, and continuous delivery principles
Release orchestration and CI/CD pipelines (GitHub Actions, Jenkins)
Containerized deployments (Docker, Kubernetes/EKS)
Monitoring tools (Dynatrace, Splunk, AWS CloudWatch)
Development technologies involved in VESEE: Java 17+, Spring Boot, Spring WebFlux, Kafka, Redis, Oracle, React/Next.js
Agile tools (Jira, Confluence, Azure DevOps)
Change management tools processes (ServiceNow)
Familiarity with AWS VAEC, cloud infrastructure, and environment promotion processes

PMP or PMI-ACP
ITIL v4 Foundation
Security+, CISM, or equivalent for security awareness in DevSecOps environments
