Business Specialist
Bonneville Power Administration is seeking a Business Specialist to manage technology contracts as a Contracting Officer's Representative (COR). The successful candidate will perform analytical work related to IT hardware and software, support project managers, and evaluate the impact of technological changes.

Responsibilities
Serve as a senior business specialist and a senior IT contract management specialist, representing the IT organization in the management of all or most technology contracts in the role of Contracting Officer's Representative (COR)
Perform a wide variety of analytical and evaluative work requiring knowledge of business and trade practices and the characteristics and use of IT hardware and software in providing expert contract management services and support to project managers
Work with and supports the supply chain with reference to all IT contracts in pre and post acquisition phases, safeguarding IT interests
Recommend/ make decisions that involve major uncertainties with regard to the most effective approach or methodology to be applied
Evaluate the impact of technological change, and conceive of solutions to highly complex issues
Present, explain, and defend controversial issues; and persuade program managers and other decision-making officials with widely differing goals and interests to follow a recommended course of action consistent with established policies, objectives, and regulations
Qualification
Required
You must be a United States Citizen

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service
Specialized Experience is defined as experience: 1) reviewing requirements for IT hardware and software needs to ensure business needs are met; 2) assisting in the development of statements of work (SOW) for contracts and services; and 3) reviewing work processes and identifying areas for improvements
