Environmental Planning Lead Planning Analyst((Lead Planning Analyst))

The Connecticut Department of Administrative Services is seeking an Environmental Planning Lead Planning Analyst for its Office of Policy and Management. The role involves overseeing planning analysts and leading initiatives related to environmental policies, land use, and community development.

Responsibilities

Work closely with the Policy Development Director and Undersecretary to evaluate current administrative policies and procedures to introduce efficiencies and enhancements
Coordinate and supervise planning analysts, as assigned
Lead the team administering the CT Environmental Policies Act, including planning and managing workflow, providing staff training and assistance, engaging other state agencies in revising and enhancing policies and procedures, and conducting OPM project reviews
Lead interagency work group in implementation of the Connecticut Drought Preparedness and Response Plan and provide technical and administrative assistance to the CT Water Planning Council
Collaborate on the development, adoption and implementation of the State’s Conservation and Development Policies Plan (C&D Plan), including ongoing policy and procedure initiatives, and performing statutorily mandated reviews of other statewide plans, State Bond Commission projects, and interagency reviews of potential grant projects
Conduct statutorily mandated reviews of environmental issues, such as endangered species takings or water source abandonments; develop statewide policies and provide advisory reports, as required
Provide technical and administrative assistance to OPM staff, state agencies, and state and local government officials related to land preservation, natural resources protection, natural hazard mitigation and community preparedness, climate change, resiliency and other community development matters
Manage and administer grant programs, as assigned
Represent OPM on various advisory boards, committees and workgroups, as assigned; and
Serve as OPM liaison to various state agencies, councils of government and municipalities

Required

Seven (7) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations
One (1) year of the General Experience must have been in planning at the level of a Planning Analyst
Considerable knowledge of relevant agency policies and procedures
Knowledge of relevant state and federal laws, statutes and regulations
Considerable interpersonal skills
Considerable oral and written communication skills
Considerable ability to analyze policy
Ability to interpret and evaluate research data
Ability to utilize computer software
Supervisory ability

Preferred

Experience with local, state and/or federal environmental review programs, resources, policies and regulations
Experience with state, regional and/or local comprehensive planning
Experience with planning for water resources
Experience with research, including the ability to analyze and discern trends and communicate complex information in simplified terms
Experience engaging stakeholders in problem solving and developing solutions through consensus building
Experience managing multiple and varied assignments, and work in a collaborative environment
Experience establishing, maintaining and building productive working relationships with government officials (federal, state, regional and local), community groups and the public
Experience monitoring and/or participating in the State of Connecticut legislative process
Experience administering grant programs and/or fiscal management
