Responsibilities

Assists customers at the front counter in reviewing necessary documents for approvals
Provides general guidance regarding State and Local regulations and basic permit process requirements
Assists customers with completing records, applications, and permits
Reviews permit applications, plans, and supporting documents for accuracy and completeness of submittal requirements
Determines basic permit process routing and identifies required departmental reviews
Assesses the general scope of proposed projects to determine required permit types
Performs data entry and updates permit information in the permitting system
Routes applications to appropriate departments and follows-up on routine workflow items
Assists in coordinating inspections by scheduling standard inspections and providing routine updates to applicants
Processes mail-in and online permit applications
Calculates permit fees based on adopted fee schedules
Verifies proper and current contractor licensing with the Commonwealth of Virginia
Prepares and maintains filing systems for applications and issued permits
Retrieves and reproduces archived files and provides documents as needed for FOIA responses
Provides administrative support including accounts receivable/payable coordination, invoice reconciliation, and posting statistical entries
Prepares routine reports and correspondence
Acts as initial liaison for plan reviewers by gathering missing documents, logging reviewer comments, and directing customer questions appropriately
Coordinates standard meetings and schedules appointments as needed
Operates a variety of standard office and computer equipment
Performs related tasks as required

Required

High school diploma or GED required
Any combination of education and experience equivalent to graduation from high school and 2 years of experience in permitting, planning, development, zoning, customer service or a related technical field
Possession of state Permit Technician certification or ability to obtain within 18 months of employment
Thorough knowledge of standard office practices, procedures, and equipment
Thorough knowledge of business English, spelling, and arithmetic
Ability to interpret documents related to permitting processes
Ability to interact tactfully with customers
Ability to prepare and maintain accurate records
Ability to organize and prioritize work
Ability to perform tasks requiring attention to detail
Ability to operate computer systems and specialized permitting software
Ability to establish and maintain effective working relationships with coworkers and the public

Preferred

Post-secondary coursework or technical training preferred
Three (3) years of progressively responsible experience in permitting, planning, development, zoning, or a related technical field for internal candidates
Four (4) years of progressively responsible experience required for external candidates
Ongoing continuing education as required by DHCD
