Associate Superintendent of Finance and Grants

Bay City Public Schools is seeking an Associate Superintendent of Finance and Grants to oversee the fiscal functions of the school district. The role involves financial analysis, budgeting, accounting, and payroll administration, ensuring compliance with applicable policies and regulations.

Responsibilities

Prepare and analyze financial information for administrative level decision-making
Oversee district cash flow and recommend investment alternatives
Prepares required reports to state and federal agencies regarding budget and audit
Assist the Superintendent and staff to analyze financial information and recommend viable options to address financial issues
Prepares documents and information related to school millage elections, bonding, and other financial issues
Work with the Superintendent and district administrators and supervisors to analyze and review and make recommendations regarding periodic capital improvement needs
Prepare and submit tax resolutions for the Board; ensure the timely transfer of funds from taxing authorities to the district; monitor tax appeals and SEV adjustments
Prepare and monitor all District budgets, including long-range financial planning in a collaborative approach with departmental leadership
Direct district fiscal functions in accordance with generally accepted accounting principles and district policy
General administration of accounting functions for all district funds including internal controls
Prepare district year-end financial statements and coordinate the annual financial audit report
Prepare and oversee the preparation of monthly district financial reports and ensure they meet all local, state, and federal requirements including timely submission
Ensures the timely monthly reconciliation of all bank accounts
Oversees all payroll administration, including payroll processing, system administration and maintenance, timekeeping procedures, tax filings, state & federal reports, retirement information, etc
Acts as Administrator, in coordination with business office, of the district’s benefit plans, including group insurance plans, pension, and serves as liaison between school district and insurance companies and 3rd party administrator
Conducts request for proposals to ensure high quality cost effective vendor relations
Identifies and recommends cost-effective options to enhance the benefits package
Acts as Administrator of the Workers Compensation program, monitor claims, serve as liaison with approved medical providers and with the Workers’ Compensation Insurance carrier
Administer district property / casualty / package and employee benefit insurance policies
Oversees school elections
Maintains a network of peer contacts through professional organizations
Effectively communicate and work with the Board of Education and other Committees of the Board regarding implementation and education relating to school finance issues
Demonstrated ability to effectively use technology tools (hardware/software and Web applications) for school finance tasks as well as for the entry and submissions of district data
Supervise business office employees to include: interviewing/training; planning, assigning, and directing work; conducting performance evaluations; rewarding and disciplining employees; addressing complaints and solving problems
Coordinate transportation, special education, and food service departmental budgets and state reports with supervisors
Serves as liaison with human resources department to facilitate sound financial practices with regard to personnel matters
Oversee district purchasing policies and procedures including approval of district purchases in compliance with budget
Administer district business contracts in consultation with legal counsel
Assist with employee negotiations as the district’s business and finance representative
Maintains insurance and property files of the District
Supervises the Accounting and Payroll/Benefits Departments and designates procedures for all financial records of employees
Responsible for sale and rental of school buildings
Oversees the food service department
Assists in communications with federal and state legislators and in the development of positions on K-12 legislation
Assists Board of Education with revisions to appropriate board policies
Ensures that the Finance Department is committed to customer service and is responsive to all employee questions and request in a timely and professional manner
Contributes to creative problem solving strategies and suggests/implements process and efficiency improvements

Required

Bachelor's degree in Accounting with a CPA designation preferred
Michigan School Business Officials' Chief Financial Officer Certification or ability to obtain
Strong organizational and leadership skills
Excellent communication, analytical, and computer skills required
Ability to meet all requirements necessary to satisfy state certification for the position
Possess or be eligible for Chief Business Official certification required by Michigan Department of Education
Ability to read, analyze, and interpret professional journals, technical procedure, or governmental regulations
Ability to write reports, business correspondence, and procedure manuals
Ability to effectively present information and respond to questions from groups, employees, and the general public
Ability to work with mathematical concepts such as probability and statistical inference
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
Ability to define problems, collect data, establish facts, and draw valid conclusions
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
Ability to apply knowledge of current research and theory in specific field
Ability to establish and maintain effective working relationships with students, staff and the school community
Ability to speak clearly and concisely both in oral and written communication
Must possess excellent listening skills

Ability to work with both labor and management effectively
Ability to perform duties with awareness of all district requirements and Board of Education policies

Preferred

Three to five years' experience in the administration of school business operations preferred
Effective supervisory experience preferred
