The incumbent must have thorough knowledge and understanding of the formal and informal aspects of the legislative process
The incumbent must be sensitive to the political and personal needs of legislators regarding individual biases, constituents, and interest groups
The incumbent must be able to independently analyze complex issues and make recommendations regarding recommended positions on legislation
The position requires excellent oral and written communication skills
The incumbent must have the ability to effectively communicate with various levels of management and staff, both in person and through written and oral communications
The incumbent must have the ability to develop and maintain effective working relationships and work cooperatively with others and to respond to inquiries from Department management and internal and external customers in a timely and effective manner
The incumbent must have strong critical analysis skills and be able to guide ad hoc working groups consisting of staff at all levels through complex, sensitive issues
The incumbent must be able to assimilate and evaluate input from various sources, develop alternative courses of action, and make objective recommendations
The incumbent must have the ability to work with minimum direction and supervision; to initiate action independently; and to handle multiple assignments simultaneously
The incumbent must have excellent writing skills, both in grammar and style
The incumbent must be able to establish systems processes, modify those systems as needed, maintain tracking systems, process and compile data, and proof documents with high levels of accuracy
The incumbent must excel at critical thinking, writing, time management, and interpersonal skills; ability to prioritize multiple deadlines and tasks; ability to problem solve and proactively overcome obstacles
The incumbent must be self-directed and meet deadlines

Statement of Qualifications - Required to be submitted to be considered for this position
Experience critically analyzing public policy, developing recommendations, and problem solving
Experience working in a politically sensitive environment and working with executive level staff and elected officials
Experience establishing system processes, tracking data, and maintaining databases with high levels of accuracy
Any special or unique qualifications or attributes that would contribute to the ability to serve successfully in this position
