Compliance Specialist (Program Manager)
Bonneville Power Administration (BPA) is seeking a Compliance Specialist (Program Manager) who will serve as the technical authority responsible for the development and implementation of the reliability compliance oversight program across all business lines of BPA. The successful candidate will lead compliance oversight initiatives, provide recommendations for program improvements, and serve as a liaison with regulatory bodies.

Responsibilities
Direct, plan, and lead the development, administration, management, and analysis of current and future compliance oversight, risk assessments, and internal controls program processes to help maintain successful reliability oversight and satisfy BPA's regulatory interests
Provide significant and innovative recommendations for advancing processes and programs and is a leader in development of reliability compliance strategy and goals
Lead teams to solve complex compliance questions using decision-making tools or frameworks, develop proposals and project plans to address problem areas, design and implement solutions, and build support with stakeholders for change
Prepare the Reliability Compliance Program's annual Compliance Monitoring Plan, to include scoping the annual cross-BPA self-certification process as well as any planned spot checks or internal control evaluations
Manage the self-certification process, including coordinating with the Resolver Administrator to initiate the self-certification workflow, routinely tracking and reporting out on the status of the self-certification workflow to BPA compliance community stakeholders, and escalating items that are behind schedule
Lead a variety of strategic initiatives involving organizational change, business process improvement or technology enhancements related to grid reliability and North American Electric Reliability Corporation (NERC) Compliance. Build high-trust relationships between external regulators and internal reliability contacts across all organizations and maintains high performance standards
Provide technical expertise and authoritative advice, counsel, and guidance to the North American Electric Reliability Corporation (FERC) Compliance Supervisor, Chief Compliance Officer, and other BPA management on all aspects of the Reliability Compliance Program. Interpret policies and advises on the potential impact of external economic, political, and technical environment upon BPA's Reliability Compliance Program and processes. Provide input and recommendations for program outcomes, priorities, strategies, and implementation plans

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service
Specialized experience is defined as experience in: 1) evaluating compliance programs for power or related industry to ensure they are compliant with FERC, NERC, the Western Electricity Coordinating Council (WECC) reliability requirements; and 2) developing processes, policies, and internal controls to implement compliance, mitigate risks, and sustain operation to ensure reliable and secure operations for a power or related industry
