Branch Analyst
The California Governor's Office of Emergency Services (Cal OES) is seeking a Branch Analyst to join their team in a dynamic environment focused on emergency management and disaster recovery. The role involves performing analytical tasks related to federal and state programs, supporting project and contract management, and providing policy and program analysis to aid the Recovery Directorate.

Responsibilities
Perform analytical tasks relating to the provision of federal and state programs within the Cal OES Recovery Directorate, Interagency Recovery Coordination Section
Provide support to the Branch Chief including project and contract management, preparation of executive briefing materials, policy analysis, program analysis and reporting, and other critical functions
Perform a broad range of analytical tasks relating to financial, programmatic, and administrative requirements and support a variety of administration and financial functions to aid the Recovery Directorate
Provide support for other Recovery areas including Public Assistance (PA), California Disaster Assistance Act (CDAA), Fire Management Assistance Grant (FMAG), Hazardous Material Emergency Preparedness Grant (HMEP), Hazard Mitigation Grant Program (HMGP), Individual Assistance (IA) and other disaster-related programs
Work under strict regulatory and administrative deadlines and act with independence to maintain a routine workload and respond to short term special projects and priority assignments
Formulate policies, procedures, and make recommendations on program-related issues and advise management on potential program alternatives and impacts
Communicate effectively, both orally and in writing, and function effectively and efficiently in a fast-paced environment with competing and changing priorities
Meet regulatory and internal deadlines on all assignments
Be proficient in word processing skills on a personal computer, and possess strong writing, research, communication, and analytical skills
Read and understand technical and legal documents, and work in a team environment
May be required to travel on short notice, work in a Joint Field Office, and work overtime as necessary in support of Cal OES’ program objectives
Qualification

Must communicate effectively, both orally and in writing
Must be proficient in word processing skills on a personal computer
Must possess strong writing, research, communication, and analytical skills
Work requires daily use of computer, office equipment, and a variety of office software applications
Must be able to read and understand technical and legal documents
Must work in a team environment
May be required to travel on short notice
May be required to work in a Joint Field Office
May be required to work overtime as necessary in support of Cal OES' program objectives
Must meet regulatory and internal deadlines on all assignments
Preferred
Ability to gather, compile, and interpret quantitative and qualitative data
Experience creating and maintaining databases, tables, and reports for program monitoring and decision-making
Willingness to assume duties of various complexity and adapt to changing priorities
Demonstrated ability to manage special projects with competing deadlines
Possess strong organizational and time management skills
Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) and database management systems
Possess exceptional written and verbal communication skills for drafting professional correspondence and accurate reports and presenting information in a clear, concise manner
Ability to build and maintain effective working relationships with internal teams and external stakeholders and partners
