They are seeking a Human Capital Management Analyst to coordinate the recruitment, selection, and onboarding processes for assigned institutions, ensuring compliance with civil service laws and policies.

Responsibilities

Requires thorough knowledge of human resources functions and civil service laws, rules, policies and procedures to serve as Hiring Specialist
Responsible for coordination of recruitment, selection and onboarding process for assigned Institutions
Creates Ohio Hiring Management System (OHMS) requisitions from approved to fill notifications
Creates internal and/or external posting announcements
Oversees and coordinates OHMS electronic case merit selection file to include electronically screening for minimum qualifications, contractual selections, and supplemental questions
Submits referral lists to institution Personnel Directors for remaining selection process
Process recommendations for hire selections, conduct background investigations on recommended applicants (e.g., education verification, certification/licensure verification, reviews applicable spreadsheets and verifies criminal background investigation approval)
Makes job offers, schedules applicant pre-employment drug screenings and verifies drug test results, coordinates applicant effective dates and schedules pre-service training
Utilizes Ohio Administrative Knowledge System (OAKS) to create Person-of-Interest (POI), reviews drug screening results, creates selection ePars (i.e. from layoff/certification lists, certification eligibility lists, contractual selections, laterals, promotions, demotions, new hires, rehires) as directed by Institution Personnel Directors and submits for approval with applicable documents
Distributes appropriate consent letters to applicants
Assists with recruitment and Correction Officer hiring events
Provides instruction and advice to human resource staff and managerial staff involved in recruitment and selection process
Provides guidance and information regarding hiring policies and procedures, bargaining unit agreements, Ohio Civil Service Laws/Rules
Closes case merit file by communicating with applicants, reviews file to ensure applicable documents have been collected and uploaded to the requisition and/or job applicant submission (e.g., all appropriate materials such as layoff lists, recommendation for selection, transcripts, certifications, education verification documentation
Assist in gathering documentation for audits, grievances, lawsuits and requests for public information
Oversee the preparation and distribution of reports and statistics
Participates in committees and teams as directed
Attends meetings, training, and conferences
May give presentations and conduct training
Responds both verbally and in writing to questions and concerns
Works on special projects and/or committees assigned
