Responsibilities

Leads and oversees a team of project managers ensuring the successful completion of various UTRGV projects distributed across multiple locations; projects include a diverse range of complex academic, health care, and research construction projects, as well as other major/minor initiatives
Provides guidance and leadership to subordinate project managers through effective communication, coordination, and conflict resolution
Manages and oversees subordinate project managers in directing design professionals, campus departmental faculty and staff, and administers contracts necessary to meet project goals while maintaining project budget and schedules
Applies complex project control processes to track progress, consistency, risk mitigation, and to assure compliance with Board of Regents Rules & Regulations and applicable State and Federal statutes and regulations
Guides assigned project managers in the application of UTRGV planning and construction project control processes to track project progress, mitigate risks, and to ensure compliance to Texas Higher Education Coordinating Board (THECB) and Board of Regents Rules and Regulations, as well as applicable State and Federal statues, regulations, safety codes, procurement rules, budget limitations, campus master plan and facilities standards and guidelines
Coordinate assigned project managers to drive the progress of consultants in order to achieve expected facility function and operations
Communicates timely decisions of campus representatives, reports progress and issues impacting project goals to campus stakeholders
Directs and provides support to the project team, construction administrators and institution staff during the construction phase, including management of construction activities and administrative processes
Oversees and manages project planning phases including the preparation of facility programs that can be used for preliminary project budget estimating and design
Responsible for reviewing and administering design and construction contracts, job orders, and technical service contracts
Collaborates with the Procurement Office in the preparation, review, and execution of AE/CMR/DB/CSP request for qualifications and proposals to assure state procurement rules are adhered to and coordinates the final selections
Reviews Guaranteed Maximum Price submissions, bid documents, pay applications, and facilitates UTRGV and University of Texas (UT) System approvals as required
Develops, monitors, and adjusts project communication plans for assigned projects to ensure that appropriate project information is effectively communicated to appropriate audiences within the institution at the appropriate project milestones
Leads, coordinates and conducts periodic meetings to apprise the project team, internal/external organizations, advisory committees, and senior facilities leadership on status of assigned projects focusing on the overall project schedule, budget, and resolution of pending issues
Acts as a primary project liaison with faculty, staff, and facility user groups, operations, and administration
Oversees, reviews, and coordinates drawings and specifications comments for institutional and OCP (UT System of Capital Projects) during the design process to ensure design professionals have accurate documented design intent thus avoiding potential delays
Collaborates and coordinates with other support departments within UTRGV such as Campus Facilities Operations, Environmental Health, Safety, and Risk Management, IT/AV/Security Departments, to ensure campus standards and requirements are conveyed and incorporated in the design and construction documents
Supervises, coordinates, and communicates planned utility outages during the construction phase to minimize impact for the campus community or building occupants
Monitors and evaluates project activities in the construction phase by overseeing progress tracking and managing construction administrative processes, including guiding projects from the Notice to Proceed through substantial completion, managing change orders, and ensuring prompt vendor payments
Assists in the hiring, training, and evaluation of department staff
Stays current in code and regulation applicable to design and construction, including International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and any special requirements of building types to include healthcare, research labs, fine arts, and other campus project types
Stays current with local building jurisdiction requirements
Supports UTRGV in pre-planning activities, including Capital Improvement Plan preparation, Board of Regent BOR project approval requests, and THECB reporting
Leads process improvement initiatives as assigned
Performs other duties as assigned

Required

Bachelor's degree in Architecture, Engineering, Construction Management, or Construction Science from an accredited university
Licensed Architect or Engineer in the State of Texas, or licensure in another state and eligible for reciprocity with the State of Texas, or ability to obtain licensure in the State of Texas within 2 years
Occupational Safety Health Administration (OSHA) 30-hour certification or ability to obtain within six (6) months of hire
Project Management Professional (PMP) certification, or other similar demonstration of formal project management training
Eight (8) years of experience providing project management of design and construction activities for renovations and new construction including institutional or commercial facilities, large and/or complex construction project from inception to completion
Use of standard office/construction equipment
Use of REVIT, AutoCAD, and Bluebeam software
Proficient in Excel, Microsoft Word, and scheduling software such as MS Project
Excellent communication, collaboration, and organizational skills, with an ability to manage multiple simultaneous activities in a complex environment
Demonstrates strong leadership, management, and organizational skills
Strong background in facilities planning, budgeting, and construction methods preferably for higher education type projects
Knowledge of regulations regarding accessibility and hazardous materials found in buildings
Knowledge of laws and ordinances regulating construction and operation
Knowledge of project planning and management principles, budget preparation, expense control, and understanding of bid and purchasing procedures, performing all facets of projects such as the coordination, demolition, inspection, security, title clearance, soil testing, permits, etc
Ability to maintain confidentiality of work-related information and materials
Ability to read construction plans and specifications
Ability to interpret legal descriptions of leases, easements, restrictive covenants, and all similar documents affecting real estate property
Ability to create and lead presentations related to facilities and projects
Strong interpersonal and communications skills, including tact and diplomacy
Ability to collaborate with others to reach mutually beneficial goals and objectives
Ability to negotiate, evaluate, and administer contracts
Ability to establish and maintain effective working relationships

Preferred

Related work experience providing project management of design and construction activities for renovations and new construction of institutional or commercial facilities
Experience in construction management obtained within a higher education, health care and/or commercial facilities setting
