Software Engineer - Project Lead
TALENT Software Services is seeking a Software Engineer - Project Lead to oversee IT services for the SCDHHS Bureau. The role involves managing Service Manager requests, developing workflows, and collaborating with various stakeholders to ensure effective service delivery.

Responsibilities
Report to the SCDHHS Bureau Chief of Information Technology Services
Partner with SCDHHS business units to collect, analyze, and document requirements for Service Manager requests
Administer and create new Service Manager request offerings, with a strong focus on request design and lifecycle management
Develop, maintain, and update System Center Orchestrator workflows
Administer and support Cireson Web Portal, including maintenance, patching, and vendor coordination to fulfill service requests
Modify and maintain JavaScript-based service request forms within Cireson
Perform maintenance, patching, and upgrades for:
Microsoft System Center
System Center Orchestrator
Cireson products
Collaborate with internal staff, technical teams, management, and external vendors to gather and manage information required for Service Manager requests
Create technical and non-technical deliverables and artifacts for audiences with varying levels of technical expertise
Serve as a Subject Matter Expert (SME) and Point of Contact (POC) for Service Manager–related processes and environments
Recommend improvements to efficiency, effectiveness, reporting templates, structure, and productivity
Act as a liaison between technical teams and leadership, including executive stakeholders
Provide after-hours support as required for projects and platform maintenance
Develop and refine the Service Manager request intake process for SCDHHS
Maintain and patch the Service Manager environment and recommend future improvements
Lead or support a major initiative to migrate Service Manager to updated standards
Participate in large-scale project implementations
Ensure compliance with HIPAA, CDC, and healthcare-related infrastructure requirements
Qualification

Current or recent hands-on experience with Microsoft System Center is required and carries the highest weight
Demonstrated success supporting enterprise-level System Center environments
Experience delivering and maintaining well-documented System Center projects
Highly skilled in configuring and maintaining Request Offerings and Service Offerings
Managing connectors and integrations
Administering and supporting SCSM, including customization and configuration, integration with SCCM, SCOM, and Orchestrator
Experience configuring incidents, changes, and services
Experience customizing and maintaining the Cireson Web Portal
Hands-on experience installing, patching, and maintaining Cireson products
Strong experience with Windows Server administration, including server maintenance, patch management, and operational support
Strong understanding of SCCM, SCOM, and Orchestrator
Experience integrating System Center components across enterprise environments
Developing and maintaining automation workflows, templates, and runbooks
Experience using PowerShell with Orchestrator
Working knowledge of SQL Server as it supports the System Center Suite
Managing users and groups in Active Directory Users and Computers and Microsoft Entra ID (Azure AD)
Developing and maintaining PowerShell scripts for system maintenance and endpoint management
Develop and refine the Service Manager request intake process for SCDHHS
Maintain and patch the Service Manager environment and recommend future improvements
Lead or support a major initiative to migrate Service Manager to updated standards
Participate in large-scale project implementations
Ensure compliance with HIPAA, CDC, and healthcare-related infrastructure requirements
3+ years in a development role supporting Microsoft System Center, with deep understanding of services, features, site design, and best practices
3+ years of Microsoft Azure administration
5+ years of Microsoft Windows Server administration
3+ years working within an IT methodology framework (ITIL, MITA, or similar)
Bachelor's Degree OR 5+ years of related professional experience
Preferred
JavaScript administration within Cireson Portal
