Responsibilities
Develop and execute product roadmaps aligned with HR1 mandates, program goals, and business/system improvements
Facilitate business/functional/system requirements gathering via interviews, workshops, document analysis, and change management
Lead cross-functional teams to define problems, assess opportunities, set success metrics, and implement projects in government contexts
Act as liaison between business, IT, design, data teams, and vendors to manage the full product lifecycle
Translate policy goals into digital solutions using user research, analytics, and agile/user-centered design practices
Synthesize insights into actionable recommendations and high-quality deliverables for executive audiences
Develop policies/procedures for quality, efficiency, and cost savings; manage vendor teams on federally funded programs
Qualification
Required
5+ years in technical or strategic product management
Proven experience delivering technology for Health & Human Services (HHS) or federally funded programs (e.g., SNAP, Medicaid, TANF, Unemployment Insurance)
Leading complex technical products with legacy systems and intricate data structures
Experience leading cross-functional teams in government settings
Strong skills in communicating with non-technical audiences, building agile/user-centered design capacity
Excellent oral, written, and visual communication; facilitation and people management
Experience managing multiple vendor teams with a bias toward action and delivery
Preferred
Background in state government or DHS initiatives
Expertise in product analytics, stakeholder alignment, and transformation projects
