VP of Enterprise Applications
Parkland is a healthcare organization seeking a VP of Enterprise Applications to lead IT related activities and support for new facility designs and technology needs. Responsibilities
Plans and directs IT related activities and support for new facility design, new technology needs, operational effectiveness / redesign and activation to ensure all new facilities/systems meet their requirements for patient care while maintaining budget and schedule discipline
Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge
Serves as senior IT liaison and subject matter expert for planning, budgeting and implementation activities related to new technology projects. Develops and monitors project budgets that ensure IT is adequately funded to complete all capital and operating project goals and objectives. Clearly communicates IT project data, including design, scope, equipment and implementation details. Oversees stakeholder communications including reviews / approvals for major milestones
Maintains a positive collaborative relationship with senior administrators, physicians, clinical staff, contractors, consultants, and vendors in order to facilitate tight coordination of activities. Reviews project deliverables for completeness and accuracy. Apprises management of issues effecting project status, budget, and schedule and takes effective action to mitigate problems in these areas
Directs efforts for necessary data analysis and participates in the development of strategies and process improvement plans that most effectively combine technical tools with operational requirements
Responsible for a collaborative work team to ensure positive working relationships. Communicates effectively with various hospital departments/units. Maintains good communication and participates in the development & implementation of project management strategies/processes to ensure excellent execution of deliverables
Stays abreast of the latest IT developments, advancements, and trends in healthcare by attending appropriate seminars/workshops, reading professional journals, and actively participating in professional organizations. Integrates knowledge as appropriate into performance on the job
Coordinates appropriate IT resources to provide knowledge of applicable standards, regulations, policies, laws and guidelines that may impact or govern related activities. Integrates the IT departments guiding principles for standards, automation, efficiency and patient safety throughout IT related activities. Develops effective internal controls that promote adherence. Seeks advice and guidance as necessary to ensure proper understanding
Responsible for creating and managing both technology and application teams
Responsible for overseeing all special projects, research, and development relating to technology
Responsible for collaborating with the CIO and executive leadership team to both assess and recommend the necessary technologies required in support of the organization's needs
Within the Office of the CIO assumes overall accountability in meeting objectives for IT solutions and implementations, not limited to: Supervising/managing application and software development, software testing, data systems implementation, and information systems maintenance. Monitors effectiveness of system and applications throughout Parkland's hospital organization. Anticipates any and all major technological changes. Takes proper steps to correct or facilitate with adaption to new technologies that may result from major technological changes
Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland
Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices
Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding
Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department
Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland
Qualification
Required
Must have a Bachelor's degree in Information Systems, or a related field
Must have ten years of progressively responsible IT management experience, with an emphasis on the implementation of a large, complex, enterprise-wide application process
Must have a minimum of five years' experience working with healthcare organizations
Must be able to demonstrate an in-depth knowledge of project planning skills, and complex IT projects and implementations
Overlapping, integrated projects with multiple vendors, teams and timelines
Management of combined operating / capital budget in excess of $15 million
Matrixed IT management and team structures
Tightly coordinated with multiple stakeholders from clinical and administrative areas
Shared governance model driven by executive leadership
Must be able to demonstrate knowledge of application features and their integration capabilities
Infrastructure requirements in support of clinical, financial and technical applications
Complex system selection processes including RFPs, managing vendor contracts and relationships
Must demonstrate knowledge and skills in resource management including budget and personnel practices, but not limited to developing and building appropriate team models and staffing
Consensus-building within and outside IT, across multiple disciplines and organizational boundaries
Able to work as a team player that motivates and educates other team members
Must have effective verbal and written communication skills in working with a diverse population of physicians, nursing staff, executive leadership, key stakeholders, and supportive staff within PHHS and the IT division
Must have working knowledge of hospital policies, procedure, regulations and guidelines, to include IT division operational policies, procedures, and standards
Preferred
Prefer a graduate degree in Information Systems, Business or a related field
Preferred experience working within a complex, academic healthcare organization
Preferred experience in IT activities related to the opening and preparation of new clinical facilities
Preferred experience with one or more major application vendors: Epic, Cerner, PeopleSoft, Lawson, EPSI, Business Objects, McKesson PACs and Cloverleaf
