Senior Program Manager (Engineering & Surveying) : Right of Way (Austin District)

Texas Department of Transportation is seeking a highly autonomous Senior Program Manager to oversee advanced engineering, architectural, and surveying projects for their Right of Way Department in Austin, TX. This role serves as a primary leader in project planning, regulatory compliance, and quality assurance, ensuring project integrity and leading multiple survey parties and contracted entities.

Responsibilities

Reviews and analyzes project performance and objectives to determine opportunities for improvement across personnel, processes, and technology
Evaluates and assesses business process improvement initiatives performed by others
Serves as a lead worker by advising, training, and coaching employees to increase job efficiency; acting as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage
Analyzes and reports on advanced and highly complex program funding change scenarios and their impact to individual project schedules
Conducts project reviews and coordinates inspections with various inspectors and other district/division project managers
Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates
Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assures coordination and approvals through Federal Highway Administration or U.S. Department of Transportation
Directs, develops, implements, and evaluates project budgets, schedules, work plans, resources requirements, and cost estimates and projections
Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications
Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway
Performs other job responsibilities as assigned

Required

Bachelor's Degree in a related discipline
6 YEARS of experience in construction project management; project management, process engineering and/or business process improvement methodologies
Valid driver's license

Preferred

Advanced Certification: Project Management Professional and/or Certified Surveyor
Contract Management: Experience overseeing third-party private contractors and managing professional service contracts
Advanced Technology: Experience with LiDAR, 3D laser scanning, or drone-based (UAV) photogrammetry
Regulatory Knowledge: Experience with State and Federal regulations (e.g., DOT standards, NEPA, or FEMA)
Geospatial: Experience in GPS/GIS applications and the maintenance of real property maps and information systems (IT/IS)
