Responsibilities

Provide general, daily oversight of program services
Delivers professional substance use disorder treatment and referral services
Performs a variety of casework activities including screening, intake and assessment, treatment planning and discharge planning
Maintains a regular caseload of clients, and see’s walk-in clients in line with department expectations and within scope of abilities
Makes and receives referrals from other local agencies; establishes rapport and cooperative working relationship with other programs and agencies
Provides advocate services for clients in obtaining services from public agencies, lawyers, schools, or others concerned with the client
Administrative duties include analyzing and writing reports, provide substance abuse program direction, and staff supervision. Assignments are performed with considerable independence and are reviewed by the Behavioral Health Director through staffing, monthly reports, and quarterly reviews for effectiveness reflected in ongoing or completed casework
Attends meetings, conferences and workshops in order to more effectively assist clients
Directly supervises the substance use disorder staff and provides clinical supervision to all providers within the substance use disorder treatment programs of the Behavioral Health Department
Collaborate with Behavioral Health Director to develop care integration within KIC Tribal Health Clinic, and with other KIC programs and community services
Ensures staff development through training plans and staff certification development plans
Ensures program is continually evolving to integrate best practice information, cultural knowledge, and Tribal council goals are integrated into program services
Other related duties as assigned by Behavioral Health Director within scope of position

Required

Certification as a CDC II
Minimum 3 years experience in a mental health and/or substance use clinical setting
Progressive responsible administrative/management/leadership work that indicates ability to acquire the particular knowledge and skills needed to perform duties of this position
A combination of relevant experience, education, and training may substitute for education and experience requirements on a year-for-year basis
Proof of valid driver's license with acceptable driving record
Knowledge of state and federal guidelines for clinical programs and 'best practice' techniques
Knowledge of supervisory practices; community organization/development principles and processes
Knowledge of social problems experienced by Alaska Natives and American Indians
Knowledge of culturally relevant counseling techniques and ceremonies
Knowledge and ability to carry out federal confidentiality rules for clients seeking substance abuse services
Knowledge and understanding of the ASAM Criteria
Ability to provide substance abuse treatment services in a clinical and community-based setting
Strong understanding and sensitivity to American Indian/Alaska Native (AI/AN) Tribal culture and lifestyle, working effectively with AI/AN populations
Effective oral and written communication skills with sensitivity to the lifestyles of targeted participants
Skills in operating personal computers using a variety of computer software
Ability to establish and maintain cooperative working relationships with management, coworkers, and outside contacts
Ability to maintain strict confidentiality and comply with all applicable federal and tribal privacy laws and KIC policy (HIPAA, HITECH, etc.)
Ability to learn and apply program/agency operating policies and procedures
Ability to manage multiple priorities and tasks concurrently and meet deadlines
Ability to work independently as well as with teams

Preferred

A Bachelor degree in the human service field and/or experience working with adults with substance abuse and/or mental illness
5 years experience working with individuals with substance use and/or behavioral health challenges
CDC-S, MAC, or other comparable state or national certification
Experience working in a Substance Use Disorder program that includes the provision of medication-assisted treatment for substance use disorders
