Program Manager - Ship Design & Systems Engineering Division
Insight Technology Solutions is seeking an experienced Program Manager to lead and oversee the delivery of engineering and technical support services for the U.S. Coast Guard's Ship Design & Systems Engineering Division. The Program Manager will be responsible for contract execution, oversight of contractor personnel, and maintaining effective communication with government representatives.

Responsibilities
Serve as the single point of contact for the Contracting Officer and COR for all contract-related matters
Provide administration, performance, and oversight of contractor employees without requiring extensive government oversight
Direct and oversee all task order functions and labor utilization
Designate and oversee Contractor Team Leads assigned to each Government Office supported by this task order
Maintain availability to the COR via telephone between 0800 and 1600 EST, Monday through Friday, responding to requests for discussion or problem resolution within 4 work-hours of notification
Attend Post Award Conference, Kick-Off Meeting, and other required meetings
Ensure all technical disciplines are properly staffed to support naval architecture, marine engineering, electrical systems, and other specialties
Manage acquisition to sustainment transition support
Ensure proper handling of classified and sensitive information in accordance with government regulations
Oversee the recruitment, onboarding, and retention of qualified personnel across all labor categories
Ensure all contractor employees meet security requirements and obtain appropriate clearances
Monitor and address any actual or perceived conflicts of interest
Coordinate with the COR on staffing matters, including personnel replacements and reassignments
Provide monthly progress reports detailing work performed by CG-9 Acquisition Program, project, labor category, employee position, and hours
Meet with the COR at least monthly to review status and results of contractor performance
Attend twice-weekly Progress Meetings while vacancies and open positions exist
Ensure all deliverables meet quality standards and are submitted on schedule
Qualification
Required
Bachelor's degree in Engineering, Business, Management, or related field
Minimum 10 years of experience managing large-scale engineering service contracts for government agencies (preferably DoD or DHS)
Experience in naval engineering, shipbuilding, or surface asset acquisition programs
Demonstrated expertise in project management methodologies and tools
Ability to obtain and maintain a SECRET security clearance
Strong leadership skills with proven ability to manage diverse technical teams
Excellent written and verbal communication skills
Experience with government contracting regulations and procedures (FAR/DFAR)
Preferred
Master's degree in Engineering, Business Administration, or related field
Project Management Professional (PMP) certification
Experience with U.S. Coast Guard or Navy acquisition programs
Knowledge of naval architecture and marine engineering principles
Previous experience managing contracts under the OASIS+ contract vehicle
Familiarity with the Coast Guard's acquisition processes and technical authorities
