Senior International Armaments Cooperation Specialist

Sigmatech is an organization under the Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation, managing the Army's Security Assistance and Armaments Cooperation programs. They are seeking a Senior International Armaments Cooperation Specialist to provide analysis and support for international partnership programs, manage the lifecycle of cooperation activities, and execute high-level engagements.

Responsibilities

Manage the preparation for, and support the execution of, senior-level bilateral and multilateral engagements, including Army Senior Cooperation Forums
Identify and assess potential cooperative RDT&E opportunities of mutual benefit to the U.S. and partner nations, coordinating with the U.S. Army's S&T enterprise and International Technology Centers
Contribute to the development of strategic agenda items, prepare materials for U.S. leadership, and track high-level action items to ensure progress
Provide subject matter expertise on the development, staffing, and management of International Agreements (IAs) and International Cooperative Research and Development Agreements (ICRDAs)
Support and advise Army personnel in the interpretation and application of policies and procedures governing IAs and International Armaments Cooperation (IAC) programs
Conduct quality assurance reviews of IA documentation, including Requests for Authority to Develop (RAD) and Requests for Final Approval (RFA), ensuring policy compliance
Provide direct support to Government-led IA negotiations by researching complex issues and drafting questions and talking points
Prepare and deliver briefs, reports, and information papers for IAC-related meetings, conferences, and senior leader presentations
Manage the planning and coordination of visits by senior foreign officials and industry representatives, and support U.S. Army senior leadership visits to overseas locations
Provide in-depth analytical support for key IAC programs, including the Engineer and Scientist Exchange Program (ESEP) and Coalition Warfare Program (CWP)
Assist in drafting and coordinating recommendations to enhance policies and procedures governing armaments cooperation
Manage the maintenance of all IAC records, ensuring data integrity and compliance with DoD and Congressional reporting requirements

Required

Must possess and maintain an active Top Secret//SCI security clearance
A Bachelor's degree in a relevant field (e.g., International Affairs, Political Science, Business, Engineering) is required
A minimum of 5 years of direct experience in U.S. Government International Armaments Cooperation, international agreement development, or security cooperation policy
A minimum of 4 years of experience developing and presenting policy, program, or case recommendations to senior leadership (O-6 / GS-15 level or equivalent)
Comprehensive knowledge of U.S. Armaments Cooperation programs and the lifecycle of U.S. international agreement processing and development (e.g., RADs, RFAs, ICRDAs)
Demonstrated experience with U.S. Government interagency coordination (e.g., with Department of State, Department of Commerce) is required
Proven ability to manage the planning and execution of high-level international meetings

Preferred

A Master's degree is preferred and may be considered in lieu of 2 years of general experience
Experience working with elements of the Army Modernization Enterprise (e.g., CFTs, Program Managers) or International Cooperation Offices (ICOs) is highly preferred
