They are seeking a Geographic Information Systems Analyst/Data Engineering to build and maintain data pipelines and provide geospatial data for analysis and applications within the Department of Children and Family Services.

Responsibilities

Creates mapping and other visualizations in MS Power Bl from Oracle and other database sources
Uses the Power Bl DAX scripting language to create custom fields with calculated values and designs data visualizations using similar business intelligence and analytics tools like Esri ArcGIS Dashboards, Tableau, D3.js, Python, Plotly, or Rare a plus
Generates ad hoc reports in response to requests from departmental managers
Runs and assists with the creation of complex SQL scripts querying multiple tables to pull data from Oracle databases into spreadsheets containing geospatially derived and other values
Uses Excel Pivot tables and SQL to research existing, published reports to compare data extracts for accuracy
Uses PostGIS' high-performance capabilities to geospatially join very large geospatial data layers for updating tables used to look up street name spellings by ZIP Code or city name
Operates, creates, and debugs Python scripts used for address geocoding workflows that include geocoding, spatially joining of address point locations to numerous jurisdictions, and coordinate conversions
Researches via Google, Bing, OpenStreetMap and other resources to investigate addresses that the Python scripts could not find
Uses ArcGIS Pro and/or open-source tools to maintain geospatial layers used by RAVS and other geospatial applications
Investigates and reconciles RAVS issues at the request of DCFS Hotline staff regarding differences between geospatial data layers and Esri geocoding results
Researches precise boundary locations of DCFS Regional Offices, law enforcement jurisdictions, cities, and counties
Converts coordinates in different projections used by various Dev Ops teams, Power Bl and Tableau users (WGS84, Web Mercator, and State Plane) using ArcGIS or PostGIS or open-source tools
Uses PostGIS to convert coordinate pairs to straight line and/or ellipsoidal distances
Assists with the creation and debugging of Python scripts used by AWS Lambda functions used in our geospatial applications
Maintains and updates geospatial databases on our PostgreSQL server on Amazon Web Services using desktop GIS applications
Works with teams of software developers with basic knowledge of JavaScript and geospatial web APl's, to develop or make improvements to geospatial web applications
Uses Esri's GUI driven tools, like Instant Apps and Esri Experience Builder, to create ad hoc geospatial applications on our departmental server running Portal for ArcGIS
Participates in the research of new and emerging geospatial technologies that can be used in various departmental geospatial applications
Explains various coordinate systems to Dev Ops teams

Required

A Bachelor's degree from an accredited college or university with a major in Geographic Information Systems (GIS), GIScience, Geography, or a closely related field requiring at least 18 semester units or 27 quarter units in the equivalent coursework in Geographic Information Systems -AND- either satisfactory completion of a six months GIS internship in data engineering or at least six months of data engineering experience in the uses and operations of Geographic Information Systems
An Associate's degree from an accredited college or university in Geographic Information Systems, GIScience, Geography -OR- a field requiring at least 18 semester units or 27 quarter units of equivalent coursework in Geographic Information Systems -AND- three (3) years of data engineering experience performing technical duties in support of Geographic Information Systems using standard GIS and Data Engineering tools to populate and manipulate geospatial and cloud databases and generate geospatial products
Successful completion of a GIS Certificate Program from an accredited college or university requiring at least 18 semester units or 27 quarter units of equivalent coursework may be substituted for the required education
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Data Engineering experience is defined as: Developing, maintaining, and creating data pipelines, workflows, and database structures used to collect, transform, store, and distribute geospatial or operational data. This includes performing ETL/ELT processes, optimizing data models, ensuring data quality and integrity, automating data movement between systems, and supporting analytics, business intelligence, GIS applications, and dashboarding environments. Experience may include working with cloud-based data services, scripting languages, geodatabases, APIs, and DevOps practices that support scalable and reliable data operations
Data Engineering tools are defined as: Tools, platforms, and technologies used to extract, transform, load, store, automate, and manage data workflows. These may include: Databases: PostgreSQL/PostGIS, SQL Server, Oracle, cloud relational databases; ETL / Data Integration: FME, ArcGIS Data Interoperability, Python ETL scripts, Apache Airflow, AWS Glue; Cloud Data Services: AWS RDS, S3, Lambda, Redshift, Azure SQL, or equivalent; Scripting & Automation: Python, SQL, PowerShell, Bash; Data Modeling & Processing: Pandas, GeoPandas, Spark (if applicable); Version Control & DevOps: Git/GitHub, CI/CD pipelines used for data workflows
