Management Analyst 3: RESEA Program Support Specialist

The ideal candidate will provide guidance and technical assistance for RESEA and Unemployment Insurance programs, ensuring compliance and supporting WorkSource offices in delivering effective services to job seekers.

Responsibilities

Provide RESEA and UI Ambassador program guidance, training and technical assistance to WorkSource offices under general direction of the RESEA Grant Manager/Program Operator
Design, update and deliver training for WorkSource staff to ensure compliance with policies and procedures
Apply adult learning and accessibility principles in the design and delivery of training by creating engaging, relevant, and accessible learning experiences for staff. Adapt training approaches to meet the diverse learning and experience levels of staff
Create and maintain program specific information including desk-aides, standard operating procedures, manuals and other tools and resources to ensure compliance with rules, regulations and laws
Provide support to WorkSource offices so that they may comply with quality assurance or corrective action plans
Assist RESEA Program Operator with oversight of program requirements to ensure attainment of qualitative and quantitative performance expectations. This includes:
Work collaboratively with the Program Operator in the preparation of plans, program briefers, recommendations, progress or special reports
Analyze data to identify program needs and participant eligibility for continued program participation, and ensure policies and procedures are being followed
Develop and maintain relationships and partnerships with internal and external stakeholders through effective communication and follow through. Tasks include:
Actively engage and effectively communicate with WorkSource leaders and partners regarding program directives to develop rapport and trust
Participate in cross-divisional, USDOL and interstate meetings as directed by the RESEA Grant Manager
Share program updates, changes, and expectations in a timely and clear manner

Required

7 years of equivalent education/experience. Experience includes conducting research and analyzing policies, laws, rules or regulations
OR Associates degree in business administration, public administration, law, public health, health administration, or a related field AND 5 five years of experience conducting research and analyzing policies, laws, rules or regulations
OR Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field AND 3 years of experience conducting research and analyzing policies, laws, rules, or regulations

Advisory Skills: Ability to provide professional and technical guidance
Process Improvement Expertise: Proficiency in streamlining and enhancing business processes
Research Expertise: Proficiency in conducting analysis and formulating strategic recommendations

Must be able to pass an Unemployment Insurance (UI) and Paid Family Medical and Leave (PFML) claim and fraud check
