Fund Development Consultant (State & Federal Grants)

Levitate Logic & Consulting supports local governments and nonprofit organizations with fund development and program design. They are seeking two Fund Development Consultants with expertise in state and federal grant strategy to assist clients through the pre-award lifecycle, including proposal development and project design.

Responsibilities

Study and understand each client’s history, structure, objectives, community context, existing plans, and funding priorities
Translate client goals into fundable program or capital project concepts, including problem statements, goals, activities, outcomes, and implementation approach
Support development of core proposal components such as: needs statements, project descriptions, logic models/theories of change, workplans, performance measures, equity/community impact framing, and sustainability narratives
Identify compliance and eligibility considerations early (e.g., basic 2 CFR Part 200 awareness, match requirements, procurement implications, subrecipient considerations, etc.)
Develop, write, and edit proposal narratives and attachments based on agency requirements and scoring criteria
Coordinate supporting documentation as needed (letters of support, MOUs, maps, resumes, org documents, data tables, budgets/budget narratives—depending on internal team roles and project structure)
Ensure proposals are complete, responsive, competitive, and aligned with the Notice of Funding Opportunity (NOFO) and Levitate quality standards
Help manage proposal workplans: track deadlines, establish internal milestones, and coordinate inputs from clients and Levitate team members
Lead or support working sessions with client stakeholders to gather technical content, confirm assumptions, and keep proposal development moving
Maintain clear documentation of open items, decisions, and next steps; escalate risks early when timelines or inputs are at issue
Work collaboratively with Levitate team members (program design, compliance, budget, and leadership) to produce cohesive submissions
Apply Levitate’s templates, tools, and internal review process; contribute to improving internal resources and reusable content over time

Preferred

Demonstrated success researching, developing, and submitting federal and/or state grant proposals (federal strongly preferred)
Strong experience with pre-award program/project design, not just writing
Ability to interpret NOFOs, scoring rubrics, and technical requirements and translate them into an actionable proposal plan
Excellent writing, editing, and document organization skills; ability to write persuasively for technical and non-technical audiences
Comfortable coordinating with multiple stakeholders and managing deadlines in a remote environment
Familiarity with grants supporting public sector and nonprofit work, including capital and infrastructure projects, is a plus
