ASSOCIATE SAFETY ENGINEER

Government Administration

Responsibilities

Conducts construction, electrical, and industrial worker safety inspections and surveys
Meets with employers, workers, representatives of labor organizations, employees of other government agencies, and members of the general public to explain various aspects of the CAL/OSHA program
Responds to complaints of construction, electrical, and industrial hazards to worker safety and health
Investigates the most complex and serious construction, electrical, and industrial accidents
Determines their cause and the means of preventing their recurrence
Applies the provisions of the State's safety orders, applicable law, and appropriate department policies to conditions found
Identifies construction, electrical, and industrial worker safety and health hazards
Determines the seriousness of violations of the State's safety orders associated with construction, electrical, and industrial disciplines
Calculates appropriate penalties, and recommends the issuance of citations and, if appropriate, legal prosecution
Prepares reports of activities, including citations, and may issue citations in the field
Represents the Division of Occupational Safety and Health Appeals Board
Performs construction, electrical, and industrial inspections and provides a variety of consultation services
Conducts seminars, workshops, and other training on occupational safety and health
May be assigned to review and do research on existing and proposed State regulations and policies on occupational safety and health
Compares them with Federal guidelines
Consults with employer labor, other government agencies and other interested parties on their appropriateness
Participates in the preparation and presentation of documentation and exhibits at hearings of the Occupational Safety and Health (OSHA) Board
May provide oral and written interpretations of the safety orders associated with the construction, electrical, and industrial disciplines
Gives advice and guidance on departmental policy to field staff
May act in a lead capacity and assist in training other staff engaged in occupational safety and health work
May be assigned special projects related to occupational safety and health
Prepares technical reports and correspondence
May be deployed on Emergency Debris Recovery projects and act as the Site Safety Officer

Required

Successful completion of medical requirements defined in CalOSHA Title 8, 5144 for Respiratory Program and CalOSHA Title 8, 5192 Hazardous Waste Operations and Emergency Response
Current version of the State Examination/Employment Application STD Form 678 (when not applying electronically), or the Electronic State Employment Application through your Applicant Account at www.CalCareers.ca.gov. Preferred

Experience in reviewing construction documents including IIPPs, pre-work safety, community safety plans, health and safety plans for compliance with California Code of Regulations; provide input on safety plans for contracted personnel, recommend appropriate action or remedy with regard to safety deficiencies based on results from assessments
Experience in monitoring and evaluating site safety hazards and risks; advising field crews and other team members on deficiencies and propose alternatives to ensure field staff health and safety; investigating accidents, illnesses on injuries and make recommendations for corrective action; maintaining records and reports on identified safety hazards
Experience and knowledge on purpose and functions of the various components of the Cal/OSHA program; Policies and procedures relating to the operations of the Cal/OSHA program
Experience in facilitating meetings, building partnerships, conducting technical training classes, report writing, developing and/or interpreting safety related policies, rules, regulations and laws
Proficient knowledge of chemical and biological properties of solid waste, household hazardous waste, tires, electronic waste, used oil and recyclable materials and the effects these materials and/or wastes have on the environment and public health and safety
Experience in performing in the field activities and conducting real-time environmental monitoring (physical or instrumentation) in order to collect and record data to evaluate industrial, environmental and occupational exposure to ensure public health and safety
