Responsibilities

Serves as senior staff member responsible for providing technical advice and assistance in various administrative programs to all management levels within AFRS's Command. Participates in the development and execution, evaluation, and Strategic oversight of the Command civilian programs
Advises organization regarding policies, procedures, and directives of higher-level management or headquarters. Makes recommendations to resolve command-wide decisions involving difficult and controversial policy issues and unusual communications and/or administrative requirements which are not covered by established criteria
Plans, prepares, and executes civilian employment plans. Assists AFRS/FM with planning and preparing fiscal year civilian employment/cost plans based on current and projected authorizations and manning
Represents AFRS and the Plans and Resources Division with a variety of functional area organizations. Establishes, develops, and maintains effective working relationships with Air Force Personnel Center, Joint Services, Major Commands, installations, wing/host units, and field organizations/customers
Exercises personnel responsibilities. Assigns work to and oversees the work of subordinates based on priorities, difficulty of assignments, and capabilities of employees

Must be able and willing to submit to a background investigation to verify suitability for employment
Limited area of consideration to Organization-Wide Air Force Recruiting Service (AFRS), AF Internal or AF DCIPS Candidates only. Applicants must be a current AFRS employee to be eligible
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems
Successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, if related
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level
Knowledge of a wide range of civilian human resources management programs, directives, and procedures which include civilian personnel management and administration
Detailed knowledge and understanding of AFRS organizational structure, goals, objectives, regulations, policies, and procedures
Skill in the use of automated applications and data systems
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources
Ability to identify and analyze trends, causal relationships, system solutions, etc. to include conducting special projects to evaluate civilian personnel management and resolve operating issues and problems
Ability to communicate effectively both orally and in writing
