AIR RESOURCES ENGINEER (MAND)

Caltrans District 3 is part of the California Environmental Protection Agency and is seeking an Oil and Gas Regulatory Engineer. The successful candidate will work on implementing the 'Oil and Gas Methane' regulation, conducting investigations, developing guidance documents, and collaborating with various stakeholders to enforce emissions regulations.

Government Administration

Responsibilities

Supporting ongoing and future amendments to the regulation
Conducting investigations of emission control technologies and process modifications to reduce emissions through the development of control measures or regulations
Developing guidance documents and equipment reporting programs
Working with local air districts and CARB's Enforcement Division to help enforce the regulation
Providing input to the AB 32 Climate Change Scoping Plan process and CARB's efforts to meet carbon neutrality by 2045 or earlier
Planning and organizing technical research studies to develop technical data to support emissions analyses on various projects
Developing databases
Conducting data collection surveys
Developing emission inventories
Comparing different inventory methodologies
Investigating and evaluating the technical feasibility, cost-effectiveness, environmental impacts, and socio-economic impacts of control strategies for the oil and gas sector
Interacting and collaborating with a broad range of internal and external scientists, engineers, economists, and policymakers, as well as industry, environmental organizations, and community groups
Acting in a lead capacity or as part of a team
Travelling as required

Preferred

Experience with technical assessment and/or operation of complex process equipment (preferably oil and gas infrastructure-related)
Experience with technical assessment and/or use of methane detection technologies or other pollutant detection/measurement technologies
Excellent written and verbal communication skills
Familiarity with local, State, and Federal climate and air quality programs
Demonstrated engineering and problem-solving skills; time-management, and computer skills
Ability to explain technical concepts to the layperson, and collaborate effectively with community, industry, and government stakeholders
Strong background in air pollution, science, engineering, and public policy
Work independently and in a team setting and have excellent interpersonal skills
